Wangwang: The Mother Who Wouldn't Leave

Wangwang was a stray dog living without a home or owner in Jieyang, Guangdong. Residents who knew her described her as gentle and trusting — a dog who played with villagers, splashed in puddles after the rain, and loved her puppies with a devotion that moved everyone who saw it. After her first litter was separated, she reportedly returned almost daily to visit an adopted puppy, then walked back alone, each time, to the drainage area where she lived.
In June 2026, Wangwang gave birth to three more puppies. According to widely circulated footage and numerous eyewitness accounts, she and her newborns were subjected to a prolonged, violent attack by a group of minors lasting approximately one hour. The puppies were killed in front of her. Wangwang was beaten, bound with wire, dragged, and set on fire. Some viewers reported additional details — including materials allegedly brought to seal the space where her puppies were hidden — that have not been addressed in any public investigative or forensic report. Accounts of how many minors were involved also conflict with the official statement, which cited four boys under fourteen.
Witnesses said Wangwang did not run, even though she may have had the chance to. She reportedly approached her attackers repeatedly, lowering her head and wagging her tail submissively, appearing to plead for her puppies' lives between beatings. Even after losing her sight, she kept trying to reach and comfort them.
She had almost nothing. She gave everything she had to protect her puppies.
Authorities confirmed that four minors were placed in "specialized education," but have disclosed no verifiable details about the institution, duration, psychological assessment, guardian accountability, or whether everyone who participated in, filmed, encouraged, or distributed the footage was investigated. Because Wangwang had no registered owner, no one stood legally between her and this cruelty — despite her having become, in every practical sense, part of the community that fed and loved her.
This Is Not an Isolated Case
Wangwang's death reflects a much larger crisis. China is home to an estimated 50 million stray dogs and cats living without reliable food, shelter, veterinary care, or legal protection. Beyond starvation, disease, and traffic, many face deliberate cruelty. Humane World for Animals estimates that roughly 10 million dogs and 4 million cats are killed for meat in China annually, with strays and stolen pets both entering the trade. Separately, investigators have documented online networks where the torture of animals is filmed, sold, and circulated for profit.
Chinese citizens have already asked for change. In a 2020 Weibo poll run by state broadcaster CCTV News, more than 280,000 of roughly 299,000 respondents supported enacting an anti-cruelty law as soon as possible. Citizens continue to rescue animals, hold memorials, report abusers, and call for legislation — compassion that current law does not support.
China still lacks comprehensive national legislation criminalizing cruelty toward companion and stray animals. Existing protections are fragmented, with major gaps for ordinary dogs and cats.
What We Ask
We call on China's legislative, public-security, education, civil-affairs, and judicial authorities to:
Enact enforceable national legislation prohibiting the intentional torture, poisoning, severe injury, and cruel killing of companion and stray animals.
Treat severe juvenile animal cruelty as serious misconduct requiring investigation, psychological assessment, structured rehabilitation, and continued supervision.
Hold guardians accountable when they encourage, assist, conceal, or knowingly fail to address serious or repeated cruelty by minors in their care.
Investigate the Wangwang case transparently — including everyone who participated in, filmed, encouraged, or distributed the abuse — and disclose what corrective measures were actually taken.
Prohibit the production, sale, and commissioning of animal-torture content, and require platforms to preserve evidence and cooperate with investigations.
Manage stray populations humanely, through sterilization, vaccination, adoption, and rescue support — not poisoning, violent capture, or indiscriminate killing.
This petition does not call for violence, vigilantism, or the persecution of children. Children capable of extreme cruelty need serious psychological and behavioral intervention, and their guardians must be part of that process. But society also has an obligation to ensure vulnerable animals are no longer left defenseless.
Wangwang never had the protection of a home or an owner. In her final moments, she still tried to protect the ones she loved. Her story should not end as another wave of online grief that fades with the news cycle.

I am contacting you regarding Wangwang, a gentle community-cared-for stray mother dog and her three puppies who were brutally killed in Jieyang, Guangdong, China, in June 2026.
Wangwang was known locally as an affectionate and exceptionally devoted mother. According to numerous people who viewed the circulating footage, she repeatedly returned to her puppies despite suffering severe and prolonged abuse.
Her death has caused widespread grief and renewed calls for comprehensive animal-cruelty legislation in China.
The petition calls for:
Enforceable laws against severe animal cruelty;
Transparent investigation of everyone who participated in, filmed or encouraged the abuse;
Psychological assessment and rehabilitation when minors commit extreme cruelty;
Appropriate parental and guardian accountability;
Prohibition of filmed and monetized animal-torture content; and
Humane protection of companion and stray animals.
This campaign does not call for vigilantism or harm against children. It calls for lawful accountability, early intervention, responsible guardianship and lasting legal reform.
