Wangwang: The Mother Who Wouldn’t Leave (Chinese version 中文请愿书 see below)
Wangwang was not simply a nameless stray. She was a young, gentle and affectionate dog—and a mother like no other.
She lived without a permanent home or guardian in Jieyang, Guangdong. Photographs and video clips shared by local residents showed her playing with villagers, splashing in puddles after the rain and responding to people with trust and warmth. Those who knew her remembered her as friendly, loving and deeply devoted to her puppies.
Local accounts tell the story of her first litter. Two puppies were adopted. Wangwang reportedly found the home of one puppy and returned to visit him almost every day. She brought the other puppy back to the place where she lived and hid him near her, apparently unable to bear being separated from him. That puppy later died, but she continued visiting the surviving one.
One widely shared image showed Wangwang walking alone into the darkness after visiting her adopted son. Her puppy had a home to return to. Wangwang went back alone to the drainage area where she lived.
She had no house, no owner and no one legally responsible for protecting her. She survived by searching through discarded food and accepting occasional kindness from villagers. Yet she gave her puppies the love, loyalty and protection that she herself had never received.
In June 2026, Wangwang gave birth to three more puppies. They were still tiny and completely dependent on her when she and her babies were subjected to a prolonged and horrific attack by a group of minors.
According to numerous people who watched the circulating footage, the recordings lasted approximately one hour. The three puppies were reportedly beaten with sticks or clubs and killed in front of their mother. Wangwang was beaten, restrained with wire, dragged and eventually set on fire.
Some viewers reported that one club appeared to contain nails and that cement had been brought, allegedly to seal the underground space where Wangwang had hidden her puppies if other methods failed. These especially disturbing allegations have not been addressed in a complete public investigative or forensic report.
Local accounts suggest that Wangwang had been chased or beaten before. She may have moved her newborn puppies underground because she believed they would be safer there. Instead, the shelter she chose for them became the place where they were attacked.
Viewer accounts allege that five youths were involved, including the person filming, while the official public statement identified four boys under the age of fourteen. This discrepancy remains unexplained.
Wangwang was young and physically strong. She may have had opportunities to run.
But she did not leave her puppies.
People who watched the footage said that she repeatedly approached the youths and appeared to plead with them to stop hurting her babies. She reportedly lowered and hid her head, turned her back toward the attackers and wagged her tail submissively instead of fighting back.
It appeared that she waited for each beating to pause so she could return to her puppies.
Even after suffering devastating injuries and apparently losing her sight, she reportedly continued searching for her babies, struggling toward them and trying to lick them.
Wangwang could not tell her attackers why she stayed. But her actions spoke clearly: she would not abandon her children.
Perhaps earlier mistreatment had taught her that if she remained submissive and endured the violence, it would eventually stop. This time, it did not.
She had almost nothing, but she gave everything she had to protect her puppies.
The contrast between Wangwang’s gentleness and the cruelty inflicted upon her deeply affected those who saw the footage. Many described crying, losing sleep and continuing to experience emotional distress. They felt grief, anger and helplessness—not only because of the violence, but because they had witnessed the extraordinary devotion of a mother who continued trying to reach and comfort her children while her own life was being destroyed.
People have continued sharing Wangwang’s photographs, preserving stories about her life, displaying memorial images and calling for animal-protection legislation. Supporters have reported that posts about Wangwang were removed from several Chinese social-media platforms, yet they continue trying to ensure that her story does not disappear when public attention fades.
Their purpose should not be revenge. It should be lasting change.
The complete footage, timeline, veterinary findings and investigative records have not been made public. Authorities stated that four minors were placed in specialized education, but they have not disclosed verifiable details regarding the institution, duration of placement, psychological assessment, rehabilitation, guardian responsibility or whether everyone who participated in, filmed, encouraged or distributed the abuse was investigated.
Wangwang trusted people. She played beside them, accepted their kindness and raised her puppies among them. She had become part of the community.
But because she had no registered owner, she had no legal guardian standing between her and prolonged cruelty.
Wangwang’s life was taken, but the love that kept her beside her puppies could not be destroyed.
Her story must not end as another moment of online grief.
Wangwang’s Story Is Only the Tip of the Iceberg
Wangwang’s death reveals the extraordinarily dangerous life faced by homeless animals in China.
Tens of millions of stray dogs and cats live without dependable food, veterinary care, shelter or legal guardians. Along with starvation, untreated illness, traffic and extreme weather, one of their greatest dangers can be deliberate human cruelty. One published estimate placed China’s stray dog-and-cat population at approximately 50 million.
Companion animals are also vulnerable. Dogs and cats may be stolen from homes or streets and enter an unregulated meat trade. Humane World for Animals estimates that approximately 10 million dogs and four million cats are killed for meat in China each year and says animals entering the wider trade include strays and pets stolen from their homes.
Online cruelty creates another danger. Animal-protection investigators have documented networks in which the torture of cats is recorded, commissioned, sold or circulated for attention and profit. Public protests have called for stronger action, but the absence of comprehensive companion-animal cruelty legislation makes accountability extremely difficult.
As people continued mourning Wangwang, new reports of cruelty toward dogs and cats kept appearing—including deliberate mutilation, poisoning, theft and transport into the dog-meat trade.
Each case brings outrage, but outrage alone cannot protect the next animal.
Without enforceable law, cruelty continues.
The Chinese Public Has Already Asked for Change
Animal protection is not a demand being imposed on China from outside. Large numbers of Chinese citizens have asked for it themselves.
A 2020 Weibo poll launched by the state-owned broadcaster CCTV News asked whether China should enact an anti-cruelty law as soon as possible. Of approximately 299,000 participants, more than 280,000 voted yes.
Chinese citizens have rescued animals, organized memorials, displayed billboards, reported abusers and repeatedly appealed for legislation. Their compassion should be supported by law rather than left to fight cruelty case by case.
China currently lacks comprehensive national legislation specifically criminalizing cruelty toward companion and stray animals. Existing protections are fragmented and leave major gaps, particularly for ordinary dogs and cats.
What We Ask
We call upon China’s legislative, public-security, education, civil-affairs and judicial authorities to:
- Enact enforceable national legislation prohibiting the intentional torture, poisoning, severe injury and cruel killing of companion and stray animals.
- Recognize severe juvenile animal cruelty as serious misconduct requiring immediate investigation, psychological assessment, education, rehabilitation and continued supervision.
- Hold guardians appropriately accountable when they encourage, assist, conceal or knowingly fail to address serious or repeated cruelty by minors.
- Investigate the Wangwang case transparently, including everyone who participated in, filmed, encouraged or distributed the abuse, and disclose what meaningful corrective measures were actually implemented
- Prohibit the production, sale and paid commissioning of animal-torture content and require online platforms to preserve evidence and cooperate with investigations.
- Protect homeless animals humanely through sterilization, vaccination, adoption, rescue support and responsible population management—not poisoning, violent capture or indiscriminate killing.
This petition does not call for violence, vigilantism or the persecution of children.
Children who commit extreme cruelty need serious psychological and behavioral intervention before the conduct escalates. Their guardians must participate in that intervention, and society must ensure that vulnerable animals are no longer available as defenseless targets.
Wangwang never received the protection of a home or guardian. In her final moments, she still tried to give her puppies the protection she had never known.
Her love should not be remembered only through grief.
Let it become a reason to protect the countless animals still alive—waiting in alleys, drainage tunnels, residential communities and marketplaces, with no voice and no law standing between them and cruelty.

我们呼吁中国有关立法、公安、教育、民政和司法部门：

将未成年人严重虐待动物列为需要立即调查和干预的严重不良行为，并要求进行心理评估、教育、行为矫正、康复和持续监督。
当监护人鼓励、协助、隐瞒虐待行为，或明知未成年人存在严重、反复的虐待行为却拒绝干预时，要求其承担适当责任。

Authorities stated that four minors were placed in specialized education, but they have not disclosed verifiable details regarding the institution, duration of placement, psychological assessment, rehabilitation, guardian responsibility or whether everyone who participated in, filmed, encouraged or distributed the abuse was investigated.
Wangwang trusted people. She played beside them, accepted their kindness and raised her puppies among them. She had become part of the community.
But because she had no registered owner, she had no legal guardian standing between her and prolonged cruelty.
Wangwang’s life was taken, but the love that kept her beside her puppies could not be destroyed.
Her story must not end as another moment of online grief.
Wangwang’s Story Is Only the Tip of the Iceberg
Wangwang’s death reveals the extraordinarily dangerous life faced by homeless animals in China.
Tens of millions of stray dogs and cats live without dependable food, veterinary care, shelter or legal guardians. Along with starvation, untreated illness, traffic and extreme weather, one of their greatest dangers can be deliberate human cruelty. One published estimate placed China’s stray dog-and-cat population at approximately 50 million.
Companion animals are also vulnerable. Dogs and cats may be stolen from homes or streets and enter an unregulated meat trade. Humane World for Animals estimates that approximately 10 million dogs and four million cats are killed for meat in China each year and says animals entering the wider trade include strays and pets stolen from their homes.
Online cruelty creates another danger. Animal-protection investigators have documented networks in which the torture of cats is recorded, commissioned, sold or circulated for attention and profit. Public protests have called for stronger action, but the absence of comprehensive companion-animal cruelty legislation makes accountability extremely difficult.
As people continued mourning Wangwang, new reports of cruelty toward dogs and cats kept appearing—including deliberate mutilation, poisoning, theft and transport into the dog-meat trade.
Each case brings outrage, but outrage alone cannot protect the next animal.
Without enforceable law, cruelty continues.
The Chinese Public Has Already Asked for Change
Animal protection is not a demand being imposed on China from outside. Large numbers of Chinese citizens have asked for it themselves.
A 2020 Weibo poll launched by the state-owned broadcaster CCTV News asked whether China should enact an anti-cruelty law as soon as possible. Of approximately 299,000 participants, more than 280,000 voted yes.
Chinese citizens have rescued animals, organized memorials, displayed billboards, reported abusers and repeatedly appealed for legislation. Their compassion should be supported by law rather than left to fight cruelty case by case.
China currently lacks comprehensive national legislation specifically criminalizing cruelty toward companion and stray animals. Existing protections are fragmented and leave major gaps, particularly for ordinary dogs and cats.
What We Ask
We call upon China’s legislative, public-security, education, civil-affairs and judicial authorities to:
- Enact enforceable national legislation prohibiting the intentional torture, poisoning, severe injury and cruel killing of companion and stray animals.
- Recognize severe juvenile animal cruelty as serious misconduct requiring immediate investigation, psychological assessment, education, rehabilitation and continued supervision.
- Hold guardians appropriately accountable when they encourage, assist, conceal or knowingly fail to address serious or repeated cruelty by minors.
- Investigate the Wangwang case transparently, including everyone who participated in, filmed, encouraged or distributed the abuse, and disclose what meaningful corrective measures were actually implemented
- Prohibit the production, sale and paid commissioning of animal-torture content and require online platforms to preserve evidence and cooperate with investigations.
- Protect homeless animals humanely through sterilization, vaccination, adoption, rescue support and responsible population management—not poisoning, violent capture or indiscriminate killing.
This petition does not call for violence, vigilantism or the persecution of children.
Children who commit extreme cruelty need serious psychological and behavioral intervention before the conduct escalates. Their guardians must participate in that intervention, and society must ensure that vulnerable animals are no longer available as defenseless targets.
Wangwang never received the protection of a home or guardian. In her final moments, she still tried to give her puppies the protection she had never known.
Her love should not be remembered only through grief.
Let it become a reason to protect the countless animals still alive—waiting in alleys, drainage tunnels, residential communities and marketplaces, with no voice and no law standing between them and cruelty.

旺旺：那位始终没有离开孩子的母亲
旺旺已经离去，但那份让她始终守在孩子身边的爱，依然活着。
旺旺并不是一只无名无姓的普通流浪狗。她年轻、温顺、亲人，更是一位无比疼爱孩子的母亲。
她生活在广东揭阳，没有固定的家，也没有主人或监护人。当地居民分享的照片和短视频显示，她会和村民玩耍，会在雨后的水坑中嬉戏，也会带着信任和亲近回应人们的善意。认识她的人都记得，她性格温柔、友善，对自己的孩子有着极深的感情。
据当地人讲述，旺旺第一胎生下了两只幼犬。两只幼犬后来被人领养。旺旺找到了其中一只的新家，此后几乎每天都去探望。另一只幼犬也曾被领养，但旺旺又把孩子带回自己的栖身之处，藏在身边，仿佛无法忍受与孩子分离。那只幼犬后来不幸死亡，但旺旺仍然继续探望幸存的孩子。
一张广为流传的照片中，旺旺在探望被领养的孩子后，独自走进夜色。她的孩子有一个家可以回去，而旺旺只能独自返回自己居住的排水沟附近。
她没有房屋，没有主人，也没有任何依法必须保护她的人。
她只能翻找被丢弃的食物维持生命，偶尔接受村民的喂养。然而，她却把自己从未得到过的爱、安全和保护，全部给了自己的孩子。
2026年6月，旺旺又生下了三只幼犬。它们仍然十分幼小，完全依赖母亲，却与旺旺一起遭到了一群未成年人的长时间残酷虐待。
据许多看过网络流传视频的人描述，相关影像持续了大约一小时。三只幼犬据称在母亲面前被棍棒反复殴打并最终死亡。旺旺则遭到殴打、钢丝束缚和拖拽，最后被点燃。
部分观看者称，其中一根棍棒似乎带有钉子，涉事者还带来了水泥，据称如果其他方式无法杀死它们，便准备封死旺旺藏匿幼犬的地下空间。这些极其严重的说法，至今没有在任何完整公开的调查报告或法医报告中得到回应。
当地讲述还显示，旺旺此前可能已经多次遭到驱赶或殴打。她或许正因为担心孩子受到伤害，才把刚出生的幼犬转移到地下洞穴，以为那里会更加安全。
然而，她为孩子选择的避难所，最终却成为它们遭受伤害的地方。
观看者称，共有五名未成年人参与，其中包括拍摄者；但官方公开通报只提到四名不满十四周岁的男孩。这个差异至今没有得到解释。
旺旺年轻而强壮。她或许曾经有机会逃跑。
可是，她没有离开自己的孩子。
看过视频的人说，她一次次靠近施暴者，仿佛在哀求他们停止伤害自己的孩子。她没有反击，而是低下头、把头藏起来、背对着施暴者，并以摇尾等顺从姿态表达退让。
她似乎一直在等待每一次殴打暂时停止，好让自己能够重新回到幼犬身边。
即使遭受了毁灭性的伤害，甚至似乎已经失去视力，她仍然继续寻找自己的孩子，挣扎着向它们靠近，并试图舔舐它们。
旺旺无法用语言告诉施暴者，她为什么不肯离开。
但她的行为已经表达得十分清楚：她绝不会抛下自己的孩子。

一些支持者称，关于旺旺的帖子曾被多个中国社交平台删除，但许多人仍在努力，不愿让她的故事随着网络热度下降而消失。
我们的目的不应是报复。
我们的目的应当是带来持久的改变。
截至目前，完整视频、事件时间线、动物医学或法医结果以及完整调查记录都没有向公众公开。
有关部门表示，四名未成年人已被送往专门学校接受教育，但并未公布可核实的学校信息、安置期限、心理评估、行为矫正措施、监护人责任，也没有说明所有参与、拍摄、鼓励或传播虐待内容的人是否都接受了调查。
旺旺信任人类。
她曾经和人们玩耍，接受他们的善意，也在人类社区中养育自己的孩子。她早已成为这个社区熟悉的一部分。
然而，因为她没有登记在任何主人名下，她也没有一位依法必须保护她的监护人，更没有一部完整的法律站在她与长时间虐待之间。
旺旺的生命被夺走了，但让她始终守在孩子身边的爱，并没有被毁灭。
她的故事不能只成为一场短暂的网络悲伤。
旺旺的悲剧只是冰山一角
旺旺的死亡揭示了中国流浪动物极其危险的生存现实。
数以千万计的流浪猫狗没有稳定的食物、医疗、住所或法定监护人。除了饥饿、疾病、交通事故和恶劣天气之外，故意的人为伤害也可能成为它们面临的最大威胁之一。有研究估计，中国流浪猫狗的数量约为五千万只。
即使是有主人的伴侣动物，也未必能够得到充分保护。猫狗可能从家庭或街头被盗，进入缺乏监管的肉类交易。
Humane World for Animals估计，中国每年约有一千万只狗和四百万只猫因肉类交易而被杀害，其中包括流浪动物和被盗宠物。
网络虐待也构成了严重威胁。动物保护调查者已经记录到一些网络，其中动物虐待视频被拍摄、定制、出售或传播，用于获取关注或牟利。
公众曾多次呼吁加强对这类内容的监管，但由于缺乏全面的伴侣动物反虐待法律，追责仍然极其困难。

中国公众早已要求改变
动物保护并不是外界强加给中国的要求。大量中国公民早已主动呼吁改变。
2020年，中国中央电视台新闻频道在微博发起投票，询问中国是否应当尽快制定反虐待动物法律。在约29.9万名参与者中，超过28万人投下赞成票。
中国公民长期救助动物、组织纪念活动、展示公益海报、举报施暴者，并不断呼吁立法。
他们的善意应当得到法律支持，而不是只能一次又一次依靠个人力量，与一个又一个虐待事件抗争。
中国目前仍然缺乏一部专门禁止虐待伴侣动物和流浪动物的全面全国性法律。现有保护规定较为分散，对于普通猫狗，特别是流浪动物，仍然存在严重法律空白。
我们的诉求
我们呼吁中国有关立法、公安、教育、民政和司法部门：
制定全国性、可执行的反虐待动物法律，禁止故意折磨、毒害、严重伤害和以残忍方式杀害伴侣动物及流浪动物。
将未成年人严重虐待动物列为需要立即调查和干预的严重不良行为，并要求进行心理评估、教育、行为矫正、康复和持续监督。
当监护人鼓励、协助、隐瞒虐待行为，或明知未成年人存在严重、反复的虐待行为却拒绝干预时，要求其承担适当责任。
对旺旺事件进行公开透明的调查，包括查明所有直接参与、拍摄、鼓励或传播虐待内容的人，并公开说明实际采取了哪些具有实质意义的矫正和监督措施。
禁止制作、出售和付费定制动物虐待内容，并要求网络平台保存相关证据、配合调查。
通过绝育、疫苗接种、领养、救助支持和负责任的数量管理，人道保护流浪动物，而不是采用投毒、暴力捕捉或无差别扑杀。
本请愿书不主张暴力、私刑或迫害未成年人。
实施极端虐待行为的孩子需要严肃、专业的心理和行为干预，以防止危险行为进一步升级。其监护人必须参与矫正过程并承担责任。
社会也必须确保，毫无保护的动物不再成为可以随意伤害的对象。
旺旺一生都没有得到一个家庭或监护人的保护。
可是在生命最后的时刻，她仍然努力把自己从未得到过的保护给予孩子。
她的爱不应只被人们以悲伤纪念。
让这份爱成为保护其他动物的理由——那些仍然生活在小巷、排水沟、居民区和市场附近的动物，没有声音，也没有法律站在它们与残忍之间。
