

Justice for Wang Wang. Turn Outrage into Reform (为旺旺讨回公道:让愤怒推动真正的法律改变)

In June 2026, in Jieyang (揭阳), Guangdong, a stray mother dog known as Wang Wang (旺旺) and her puppies were subjected to brutal abuse.
According to accounts of the case, Wang Wang stayed near her puppies as they were attacked. She cried out and struggled, but could not save them or herself.
We cannot know what she understood in her final moments. But motherhood needs no language.
She did not leave her puppies. We should not choose to forget her.
If Wang Wang becomes nothing more than another horrific video that is shared, deleted and forgotten, then nothing will have changed.
We are asking for three practical reforms.
1. Create clear, graduated penalties for severe animal cruelty
China still lacks a clear and consistent legal framework that directly addresses intentional, severe and unnecessary cruelty toward companion animals such as dogs and cats.
Recent cases show the problem. In high-profile cat abuse cases in 2023 and 2025, authorities relied on existing provisions concerning public order and related misconduct rather than a specific offence of severe animal cruelty.
We are asking for proportionate penalties.
Less serious violations may be handled through administrative sanctions. Deliberate killing by exceptionally cruel means, repeated abuse, and the filming or distribution of real animal cruelty for entertainment, attention or profit should face stronger consequences.
For the most serious cases, criminal liability should be considered with clear thresholds for intent, severity and social harm.
2. Create meaningful intervention for minors and strengthen respect for life education
When minors commit extreme acts of cruelty, a one-time disciplinary response is not enough.
Serious cases should involve psychological and behavioural assessment, professional intervention, meaningful guardian responsibility and follow-up where needed.
Schools should also strengthen education in empathy, responsibility, animal welfare and RESPECT FOR LIFE.
Protecting animals and helping children who show serious behavioural problems are not opposing goals.
3. Enhance online platform rules
People who fight against cruelty should not be treated the same as people who spread cruelty.
The Wang Wang case exposed platforms’ failure to distinguish between different purposes for sharing such content, resulting in the blanket removal of videos related to the case.
Content that glorifies, encourages or profits from genuine animal cruelty should be identified and restricted quickly. Relevant evidence should be preserved when serious abuse may require investigation.
But journalism, animal rescue, public-interest reporting, evidence preservation and legitimate advocacy for legal reform should be protected.
Removing everything that contains disturbing footage may look efficient, but it can also silence the people trying to expose abuse.
Extreme animal cruelty should not continue to be handled through a patchwork of unrelated legal provisions, temporary intervention and blanket content removal.
We are calling for clearer legal accountability, stronger intervention for minors, and better platform governance.
For Wang Wang, and for the animals whose suffering was never filmed or seen.

据现有事件记录,当幼犬遭到攻击时,旺旺仍留在他们身边。她哀鸣、挣扎,却没能保护自己的孩子,也最终没能保护自己。
我们无法知道她在生命最后时刻理解了什么。但母爱不需要语言。
她没有离开孩子。现在,让我们不要选择遗忘。
如果她的故事最终只剩下一段被转发、被删除、最后被遗忘的视频,那么真正令人悲哀的,就不仅是她所经历的虐杀。
如果旺旺的遭遇已经触动了中国和海外如此多人,就不要让愤怒与悲伤止于一时的声讨。让它们推动三项具体改革,让这场悲剧成为真正改变的开始。
我们提出三项具体改革:
一、建立严重虐待动物行为的分级法律责任。
目前,中国对于猫、狗等伴侣动物遭受故意、严重、非必要虐待,仍缺乏以“虐待行为本身”为依据的明确、统一法律责任。
2023年“杰克辣条”虐猫事件和2025年浙江衢州公共场所虐猫案中,相关人员最终都需要借助寻衅滋事、扰乱公共场所秩序等现有规定受到处理。
2026年施行的新修订《治安管理处罚法》已经规定动物扰民、危险动物伤人等责任,却仍未明确规定人故意严重虐待动物本身应承担什么责任。
我们呼吁建立分级责任。一般违法行为可适用行政处罚。对残忍虐杀、反复虐待,以及为取乐、流量或牟利而拍摄传播真实虐待内容的行为,应提高处罚等级。
对性质极端恶劣、社会危害严重的情形,应研究设置刑事责任,并明确入罪门槛。
二、建立未成年人专业干预和生命教育机制。
未成年人实施极端虐待,不应只停留在一次性的教育处理。
严重个案应启动心理和行为评估、专业矫治、监护人责任及必要的后续干预。学校也应加强同理心、动物福利、责任意识和尊重生命教育。
保护动物和帮助出现严重行为问题的孩子,并不矛盾。
三、细化平台治理规则
揭露虐待的人,不应该和传播虐待的人受到同样的处理。
旺旺事件暴露出的平台问题,不只是有没有删除虐待视频,更在于能否区分传播目的。
已经出现揭露虐待、声援动物和呼吁立法的内容被下架的情况。简单删除所有涉及虐待画面的内容,看似迅速,却可能同时清除监督、取证和公共讨论。
平台应更快处理炫耀、鼓励、模仿虐待,或借真实虐待获取流量和利益的内容,并在严重事件中保存必要证据。
与此同时,新闻报道、公益曝光、动物救助、证据保存和推动立法的正常讨论应得到保护。
真正负责任的平台治理,不是让虐待从屏幕上消失,而是让虐待失去传播和获利的空间,同时让揭露虐待的声音能够传播。
面对极端的虐杀动物的行为,我们不应该一次又一次借用其他法律条款、临时教育,和简单删除相关视频来应对。
我们需要更明确的法律责任,更专业的未成年人干预,更有效也更精细的平台治理。
