Yet the compassion and devotion she showed toward her babies touched countless people and sparked widespread outrage at the cruelty inflicted on them. Wang Wang may be gone, and she may never have left the village streets where she lived, but her legacy has traveled far beyond them. Her story has inspired people in China and around the world to speak out against animal cruelty and call for stronger legal protection. You should know the story of Wang Wang—a beautiful, innocent, and gentle soul.

Wang Wang: Betrayed, Tortured, Yet She Stayed for Her Puppies

Wang Wang was a young stray mother living without a home in Jieyang, Guangdong, China. Residents remembered her as gentle, affectionate and trusting — playing with villagers, splashing through puddles after the rain, and loving her puppies with extraordinary devotion.

After puppies from her first litter were adopted, she reportedly returned to visit them every day. Local accounts say that after being chased or beaten by youths before, she moved from an abandoned warehouse to a drainage area and hid her three newborn puppies underground, apparently believing they would be safer there.

On June 28, 2026, Wang Wang — herself only  over a year old — was caring for three puppies barely two weeks old when she and her babies became the targets of a prolonged and deliberate attack by a group of minors.

According to widely circulated footage and accounts from people who watched it, the puppies were beaten to death in front of their mother. Wang Wang was repeatedly struck, restrained and dragged with wire, severely beaten, and ultimately set on fire.

Viewers described the use of a club fitted with nails or hooks. They also reported that the attackers had brought cement, allegedly intending to seal the underground space where Wang Wang had hidden her puppies if other methods failed to kill them.

If accurate, that detail reveals something especially disturbing: this was not simply a sudden act of cruelty. The perpetrators allegedly came prepared with different ways to make sure Wang Wang and her babies could not escape.

These and other horrific allegations have never been fully addressed in a complete public forensic or investigative report.

What makes Wang Wang’s story almost unbearable is that she may have had opportunities to escape. She would not leave her babies.   She did not fight back. She waited for pauses in the violence so that she could return to her puppies. She stayed because her babies were there. Even after suffering devastating injuries and apparently losing her sight, she continued searching for them.

One of the most unforgettable scenes came near the end: Wang Wang, badly burned and with flames still consuming her body, struggled back toward her dead puppies. With the little strength she had left, she reached them, licked them one final time, and collapsed beside them.

It is difficult to comprehend enduring even seconds of such terror and pain. Wang Wang endured it while watching her newborn puppies die and while repeatedly choosing to remain near them rather than save herself.

This was not a moment of thoughtless cruelty. It was prolonged and deliberate violence against a defenseless mother and three newborn animals.

Yet until the end, she tried to be that protection for her puppies herself.

And that is why people around the world continue asking for justice for Wang Wang.

Such deliberate and prolonged cruelty was inflicted upon a defenseless animal known for being gentle and loving. Yet there has been no publicly disclosed criminal punishment, no public apology from those involved, and no transparent account of what meaningful rehabilitation or guardian accountability followed.

Because the perpetrators were minors, and because their victim was a stray dog with no registered owner, should what happened to Wang Wang and her puppies simply be treated as insignificant?

Does a life matter less because it cannot speak for itself?

Wang Wang had become, in every practical sense, part of the community that fed her, played with her and cared about her. Yet as a stray without a registered owner, she had no individual guardian able to assert protection on her behalf — and China’s current legal framework provides no comprehensive national protection against deliberate cruelty to companion and stray animals.

Authorities stated that four minors were placed in “specialized education,” but have disclosed no verifiable details about the duration of that placement, psychological assessment, rehabilitation, guardian accountability, or whether everyone who participated in, filmed, encouraged or distributed the abuse was investigated.

This Is Not an Isolated Case

Wang Wang’s death reflects a much larger problem.

China is home to tens of millions of stray dogs and cats living without reliable food, shelter, veterinary care or legal protection. Beyond starvation, disease, traffic and extreme weather, many are vulnerable to deliberate human cruelty.

Dogs and cats with families are not always safe either. Humane World for Animals estimates that roughly 10 million dogs and 4 million cats are killed for meat in China annually, with both strays and stolen pets entering the trade.

Investigators and animal-protection activists have also documented online networks in which animal torture is filmed, commissioned, sold and circulated for profit. Activist groups including Feline Guardians have reported a sharp escalation in such content, with new torture videos appearing at an alarming frequency.

Chinese citizens themselves have repeatedly demanded change. In a 2020 Weibo poll conducted by state broadcaster CCTV News, more than 280,000 of roughly 299,000 respondents supported adopting anti-cruelty legislation as soon as possible.

Across China, citizens rescue animals, report abuse, organize memorials and call for stronger legal protection.

The compassion already exists.

The law must catch up.

A More Realistic Path: Protect Dogs and Cats First

China still lacks comprehensive national legislation specifically protecting companion and stray dogs and cats from deliberate cruelty.

A broad anti-cruelty law covering every category of animal may face complex opposition involving livestock, wildlife breeding, laboratory animals, zoos and other industries.

For that reason, we call first for a more focused and achievable step:

Adopt a National Companion Animal Management and Protection Law
Such a law should establish basic, enforceable protections for dogs and cats while creating a clear legal framework for responsible ownership, humane treatment, stray-animal management and intervention in serious cruelty cases.

What We Ask
We call upon China’s National People’s Congress, State Council and relevant public-security, agricultural, civil-affairs, education and judicial authorities to work toward a national Companion Animal Management and Protection Law that would:

• Prohibit deliberate cruelty to dogs and cats, including torture, poisoning, severe injury and cruel killing.
• Protect both owned and stray animals, so that lack of a registered owner does not leave an animal without meaningful legal protection.
• Treat severe juvenile animal cruelty as serious misconduct requiring investigation, professional psychological assessment, structured rehabilitation, education and continued supervision.
• Establish appropriate guardian responsibility when adults encourage, assist, conceal or knowingly fail to address serious or repeated cruelty by minors in their care.
• Prohibit the production, sale, commissioning and monetization of animal-torture content, and require online platforms to preserve relevant evidence and cooperate with lawful investigations.
• Establish humane standards for stray-animal management, including sterilization, vaccination, adoption, rescue support and responsible population control rather than poisoning, violent capture or indiscriminate killing.
• Clarify government responsibility and enforcement authority, so that cases involving companion-animal cruelty do not fall through gaps between different agencies.

 

We also ask for a transparent investigation of the Wang Wang case, including whether everyone who participated in, filmed, encouraged or distributed the abuse was identified and what psychological, educational, supervisory and guardian-accountability measures were actually implemented.

This Is About Protection, Not Revenge
This petition does not call for violence, vigilantism or the persecution of children.

Children capable of extreme cruelty require serious psychological and behavioral intervention. Their guardians must be part of that process.

But society also has an obligation to ensure that vulnerable animals are no longer left defenseless simply because they cannot speak, have no owner or fall outside an effective legal framework.

Who We Are Asking
Our primary legislative request is directed to:

The National People’s Congress Standing Committee (全国人大常委会) — China’s national legislature, with authority to enact national legislation.

The State Council of the People’s Republic of China (国务院) — China’s chief administrative authority, which can coordinate the ministries and agencies whose responsibilities affect companion-animal management and protection.

We respectfully ask these institutions to begin the process of developing a national companion-animal protection framework and to consult legal scholars, veterinarians, animal-welfare organizations, local authorities and members of the public in designing workable legislation.

Wang Wang never received the protection of a home or an owner.

In her final moments, she still tried to give her puppies the protection she had never known.

Her story should not end as another wave of online grief that fades with the news cycle.

Let Wang Wang’s love become the reason we protect the dogs and cats still alive — animals waiting in streets, homes, shelters, drainage tunnels and communities for a law that recognizes that their suffering matters.

仅仅因为施暴者是未成年人，仅仅因为受害者是一只没有登记主人的流浪狗，难道旺旺和她孩子们所遭受的一切，就应该被视为微不足道吗？

一条生命，是否会因为它无法开口说话，就变得不再重要？

在实际意义上，旺旺早已是这个社区的一份子——喂养她、陪她玩耍、关心她的人，都在这里。然而，作为一只没有登记主人的流浪狗，没有任何个人监护人能够为她主张保护；而中国现行的法律框架，也没有为伴侣动物和流浪动物提供任何全面的、针对蓄意虐待行为的全国性保护。

有关部门表示，四名未成年人已被送入"专门教育"，但并未披露任何可核实的细节——包括该教育安置的具体时长、心理评估情况、矫治教育成效、监护人问责情况，以及是否已对所有参与、拍摄、怂恿或传播这一虐待行为的人员展开调查。

这不是一个孤立事件

旺旺的死亡反映的是一个更大的问题。

中国有数以千万计的流浪猫狗，没有稳定的食物、住所、医疗照顾或法律保护。

除了饥饿、疾病、交通事故和极端天气之外，许多动物还面临故意的人为虐待。

即使是有家庭的猫狗，也并不总是安全。

Humane World for Animals 估计，中国每年约有一千万只狗和四百万只猫因肉类交易而死亡，其中既包括流浪动物，也包括被盗宠物。

调查人员和动物保护倡导者还记录到一些网络：动物虐待被拍摄、定制、出售，并为了牟利而传播。

包括 Feline Guardians 在内的动物保护团体报告称，来自中国的此类内容正在迅速增加，新虐待视频出现的频率令人震惊。

中国公民自己也早已一次次要求改变。

在2020年由中央电视台新闻频道发起的一次微博投票中，在大约29.9万名参与者中，超过28万人支持尽快制定反虐待动物法律。

在中国各地，普通公民持续救助动物、举报虐待、举行纪念活动，并呼吁更强有力的法律保护。

善意早已存在。

现在，法律必须跟上。

一个更现实的路径：先保护猫和狗
中国目前仍然缺乏一部专门、全面的全国性法律，保护伴侣动物和流浪猫狗免受故意虐待。

如果一部广泛的反虐待动物法覆盖所有动物类别，可能会涉及畜牧业、野生动物繁育、实验动物、动物园以及其他行业，从而面临更复杂的利益阻力。

因此，我们首先呼吁一个更聚焦、也更有可能实现的目标：

制定全国性的《伴侣动物管理与保护法》
这部法律应当为猫和狗建立基本而可执行的保护，同时为负责任饲养、人道对待、流浪动物管理以及严重虐待案件的干预建立清晰的法律框架。

我们的诉求
我们呼吁中国全国人民代表大会、国务院，以及有关公安、农业、民政、教育和司法部门，共同推动制定全国性的**《伴侣动物管理与保护法》**，至少包括以下内容：

• 明确禁止对猫狗实施故意虐待，包括折磨、投毒、严重伤害以及残忍杀害。
• 同时保护有主和无主动物，不能因为一只动物没有登记主人，就使它失去有实际意义的法律保护。
• 将严重的未成年人虐待动物行为视为需要严肃干预的不良行为，要求依法调查、专业心理评估、结构化矫正、教育和持续监督。
• 建立合理的监护人责任，当成年人鼓励、协助、隐瞒，或明知未成年人存在严重、反复虐待行为却拒绝干预时，应承担相应责任。
• 禁止制作、出售、付费定制和牟利传播动物虐待内容，并要求网络平台保存相关证据，依法配合调查。
• 建立人道的流浪动物管理标准，包括绝育、疫苗接种、领养、救助支持和负责任的数量管理，而不是投毒、暴力捕捉或无差别扑杀。
• 明确政府部门责任和执法权限，避免伴侣动物虐待案件因为部门职责不清而落入监管空白。

我们同时要求对旺旺事件进行公开透明的调查，包括：

所有参与、拍摄、鼓励或传播虐待行为的人是否都被查明；

以及涉事未成年人究竟接受了什么样的心理评估、教育、行为矫正、监督措施，监护人又承担了什么责任。

这是为了保护，而不是报复
本请愿书不主张暴力、私刑，也不主张迫害未成年人。

能够实施极端虐待行为的孩子，需要严肃、专业的心理和行为干预。

他们的监护人必须参与这个过程。

但社会同样有责任确保，弱小而无法说话的动物，不会只是因为没有主人、没有声音，或者恰好落在现有法律框架之外，就被完全置于毫无保护的境地。

我们向谁提出诉求
我们的主要立法诉求对象是：

全国人民代表大会常务委员会（全国人大常委会） —— 中国国家立法机关，有权制定全国性法律。

中华人民共和国国务院 —— 中国最高国家行政机关，可以协调与伴侣动物管理和保护有关的不同部门和机构。

我们恳请这些机构启动建立全国伴侣动物保护法律框架的进程，并在立法过程中听取法律学者、兽医、动物福利组织、地方政府和公众的意见，以制定真正可执行、可持续的制度。

旺旺一生都没有得到一个家庭或主人的保护。

可是在生命最后的时刻，她仍然努力把自己从未拥有过的保护，留给她深爱的孩子。

她的故事不应该随着新闻热度下降，变成又一场短暂的网络悲伤。

让旺旺的爱成为我们保护仍然活着的猫狗的理由——那些仍在街头、家庭、收容所、排水沟和社区里等待保护的动物。

它们需要一部真正承认：它们的痛苦同样重要。
