Dear President Trump,

I am writing as a private citizen ahead of President Xi Jinping's state visit to the United States this September. I know your meeting agenda will rightly center on trade, AI, and other matters of major strategic importance. I am writing to ask that, alongside those priorities, you consider raising a narrower but genuinely urgent issue: China's continued absence of any national law criminalizing cruelty toward companion and stray animals, and the organized networks profiting from their torture.

In June 2026, a stray dog named Wang Wang and her three newborn puppies were tortured to death in Jieyang, Guangdong, in an attack filmed by the perpetrators — minors who, because they were under China's age of criminal responsibility, faced no criminal charges. The case prompted an unusual wave of public grief inside China, but posts about it have been repeatedly censored and removed from Chinese platforms; nearly all sustained public commentary and organizing now happens outside mainland China — among the Chinese diaspora, in Hong Kong and Taiwan, and internationally. Coordinated days of action have taken place in cities across the US, Japan, the UK, Australia, Singapore, Taiwan, Italy, and elsewhere. Multiple petitions have emerged, with the largest on Change.org approaching 100,000 signatures.

Wang Wang's death is not an isolated tragedy. China is home to an estimated 50 million stray cats and dogs with no legal protection, many of whom end up in an unregulated meat trade that reportedly consumes millions of dogs and cats annually, including stolen pets. Separately, I have seen credible evidence — including a screenshot, now circulating online, of what appears to be a large organized cloud-storage archive of animal-torture video files — pointing to paid networks in which such content is filmed, commissioned, and sold for profit. I am referring what I have to appropriate law enforcement channels directly, but I raise it here because its existence underscores that this is an organized, profit-driven problem, not isolated incidents.

To be clear about scope: I am not asking for any change to U.S. law. My requests concern China's domestic legal framework, and cross-border law enforcement cooperation on networks that reach beyond China's borders. Specifically, I would ask that you consider:

1. Raising China's continued absence of a national anti-cruelty law directly with President Xi, even briefly, as a subject worth Chinese legislative attention.
2. Encouraging cooperation between U.S. law enforcement (FBI) and international bodies (Interpol) to investigate and help dismantle online networks that commission or distribute animal-torture content, given evidence of their cross-border reach.
3. Noting, where appropriate, that meaningful remedies in China will likely require more than punishing individual offenders — including public education and psychological intervention for those, including minors, who commit or are drawn toward this kind of violence.

I recognize this is one issue among many far larger ones on the agenda for this visit, and I do not expect it to be a central topic. But given how much attention this case continues to draw internationally even as it is suppressed domestically in China, a brief mention from the American side could matter more than it might seem.
