OPEN LETTER TO THEIR EXCELLENCIES, THE LEADERS OF BRICS
JUSTICE FOR WANG WANG — DO NOT WAIT FOR THE NEXT VICTIM

Your Excellencies,

We ask you to use your position and diplomatic channels to address the Chinese authorities regarding the Wang Wang case and the urgent need for enforceable animal-cruelty laws in China.

Five teenagers under 14 have been publicly identified in connection with this case, found to be students in Pingpu Primary School of Class 2, Grade 6, located in Xinheng Town, Jiedong District, Jieyang City, Guangdong Province, and their names are:

Zhong Zishuo

Zhong Yuxuan

Zhong Sixin

Zhong Xisheng

Zhong XiaoNeng

 

WHAT HAPPENED

A mother dog tried to protect her puppies.

The puppies were subjected to horrific violence and killed. Wang Wang was attacked and ultimately set on fire while remaining near them.

One participant reportedly filmed the violence while laughing.

The material was then circulated online.

There are also allegations of other acts of animal cruelty connected with individuals involved in this case, including alleged subsequent acts following the enormous public outrage.

Investigate them. Establish the facts. Act.

Because this is no longer only about Wang Wang.

WE HAVE ALREADY ASKED CHINA. NOW WE ASK YOU.

We turn to you because appeals for action have already been directed toward the competent authorities in China, yet the response has not matched the gravity of what happened.

That is why we now ask BRICS to act.

Use your diplomatic influence. Raise this case directly with China. Ask what concrete action has been taken, what will happen to those found responsible, what responsibility rests with their parents or guardians under Chinese law, and what China intends to do to prevent another Wang Wang.

When one door remains closed, knock on the next one.

We are knocking on yours.

THE VIDEO CREATED MORE VICTIMS

Thousands of people across different countries have encountered the footage and images associated with this case.

For many, the video did not end when the screen went black.

People report crying for days.

People report being unable to sleep.

People report intrusive memories of what they witnessed.

People report struggling to work, eat, concentrate or perform ordinary daily responsibilities.

Why should innocent people across the world be forced to carry images of deliberate torture because somebody decided suffering deserved an audience?

A camera can record a few minutes.

Those minutes can remain inside another human being for years.

This is why filming and deliberately distributing extreme cruelty cannot be dismissed as an irrelevant detail.

The animal suffers once.

The camera can reproduce that suffering ten thousand times.

Cruelty becomes content.

Suffering becomes spectacle.

And an algorithm delivers it into the minds of people who never consented to witnessing it.

Address this too.

 

DO NOT DISMISS EXTREME ANIMAL CRUELTY BECAUSE THE PEOPLE INVOLVED ARE YOUNG

Their age matters legally.

It does not make the behaviour harmless.

Research has documented associations between deliberate animal cruelty and broader patterns of aggression, antisocial conduct and interpersonal violence.

This does not mean that every child who harms an animal becomes a violent criminal.

But that is not the question.

The question is:

What do you do when the warning sign is already in front of you?

When someone deliberately tortures an animal, intervene.

When someone appears to enjoy suffering, intervene.

When someone records suffering for entertainment, intervene.

When extreme cruelty becomes repeated behaviour, intervene.

Do not wait for the victim to become human before deciding the warning mattered.

A warning sign has value before the catastrophe.

Afterwards, everybody suddenly remembers seeing it.

 

WE DEMAND ACCOUNTABILITY

Being under fourteen may determine how the state responds.

It must not become a guarantee that nothing meaningful happens.

Establish the individual responsibility of every participant.

Who committed the violence?

Who assisted?

Who encouraged it?

Who filmed it?

Who distributed the footage?

Were there previous incidents?

Were there subsequent incidents?

Investigate.

Where responsibility is established, apply every lawful and proportionate corrective and preventive measure available.

Require psychological assessment and intervention where justified.

Require supervision and rehabilitation.

But do not stop with the minors.

These are children under fourteen.

That means adults are responsible for their supervision, education and intervention when serious behavioural warning signs emerge.

 

INVESTIGATE THE PARENTS AND GUARDIANS TOO

Establish what they knew.

Establish whether previous warning signs existed.

Establish whether they knew about previous incidents of animal cruelty.

Establish whether reasonable supervision was provided.

Establish what they did when they became aware of the behaviour.

Establish whether any responsible adult enabled, concealed, ignored or failed to address conduct that demanded intervention.

Where Chinese law establishes parental or guardian responsibility, enforce it.

Do not allow the children's age to become a shield behind which every responsible adult disappears.

If the law limits what authorities can impose upon children because of their age, responsible adult supervision becomes more important, not less.

Require parents and guardians to participate in corrective and preventive measures where the law permits.

And wherever evidence establishes legal responsibility on the part of a parent or guardian, hold that adult accountable too.

Do not ask only:

“What did these children do?”

Ask:

“How did children this young reach this point, what did the adults responsible for them know, and what did they do about it?”

Investigate both.

Act on both.

Prevent recurrence.

 

FIX THE LARGER PROBLEM

Wang Wang cannot be brought back.

Neither can her puppies.

So justice cannot stop with this case.

Enact and enforce comprehensive animal-cruelty legislation in China.

Create consequences for deliberate torture.

Create mechanisms for intervention when minors engage in extreme or repeated animal cruelty.

Address the deliberate production and dissemination of animal-torture material.

Give authorities the tools to intervene before another animal becomes a viral video.

Otherwise, what happens?

The world becomes angry.

People sign petitions.

People cry.

A few weeks pass.

The algorithm finds another story.

Everybody moves on.

Then another animal is tortured.

Another person presses “record.”

Another audience watches.

Another wave of outrage begins.

How many times must we repeat this ritual before somebody changes the rule?

 

YOUR EXCELLENCIES, USE YOUR INFLUENCE

BRICS speaks about building the future.

Then help build one where deliberate cruelty has consequences.

Contact the competent Chinese authorities.

Ask for accountability in the Wang Wang case.

Ask for investigation of all five identified participants and the individual role of each.

Ask for investigation of the parents and legal guardians and for accountability wherever their responsibility is established under Chinese law.

Ask for investigation of credible allegations of previous and subsequent cruelty.

Ask for psychological and corrective intervention where justified.

Ask for measures addressing the filming and deliberate dissemination of animal torture.

Ask China to enact and enforce effective animal-cruelty laws.

And ask China to tell the international public what concrete measures it intends to take.

This is not a campaign against Chinese citizens.

Millions of Chinese citizens love animals, rescue animals and oppose cruelty.

This is cruelty versus responsibility.

Choose responsibility.

 

UNTIL ACTION FOLLOWS, OUR PEACEFUL ECONOMIC PROTEST CONTINUES

People supporting this movement are choosing to stop or reduce purchases of Chinese-made products wherever alternatives exist.

This is peaceful consumer pressure.

No hatred against Chinese people.

No harassment.

No violence.

Just a clear economic message:

No accountability. No business as usual.

When ordinary citizens cannot enter diplomatic rooms, they use what they control.

Their voices.

Their choices.

Their money.

We ask you to carry those voices into the rooms we cannot enter.

 

WANG WANG IS DEAD. DO NOT LET THE LESSON DIE WITH HER.

She could not call the police.

She could not write to BRICS.

She could not demand legislation.

She could only stand between danger and her puppies.

We can do what she could not.

Speak.

Demand answers.

Demand intervention.

Demand prevention.

Demand law.

We are not asking for revenge.

We demand consequences.

We demand accountability from those responsible for committing, assisting, encouraging, filming or distributing cruelty.

We demand that the responsibility of their parents and guardians be investigated too.

We demand that warning signs be treated as warning signs.

We demand protection for future animals.

We demand recognition of the psychological harm caused when extreme cruelty is filmed and deliberately distributed to an audience.

And we demand legislation capable of acting before the next victim appears on somebody's screen.

Your Excellencies:

Use your diplomatic influence.

Raise this case with China.

Ask for answers.

Ask for action.

Ask for accountability.

Investigate parental and guardian responsibility.

Demand effective animal-cruelty legislation.

Address the deliberate distribution of animal-torture content.

Prevent the next case.

Do not wait for another animal.

Do not wait for another video.

Do not wait until today's warning becomes tomorrow's tragedy.

The warning is here now.
