Justice for Survivors: Chemical Castration Before Parole

The Issue

We, the undersigned, call on the Pennsylvania General Assembly to pass legislation requiring mandatory chemical castration as a condition for parole eligibility for individuals convicted of rape or aggravated sexual assault.

Offenders would be required to undergo medically supervised chemical castration treatment beginning before their release and continuing for a period equal to or more than 25 years.

This measure will serve as an essential safeguard for the public, protect future victims, and recognize the profound lifelong harm survivors endure.

Why This Matters:

Sexual violence leaves devastating and lasting scars on its victims.

Studies show that many sex offenders, particularly rapists, have high rates of recidivism. Simply imprisoning offenders without addressing the underlying sexual aggression risks putting our communities, families, and children at further risk when offenders are released.

Chemical castration — using safe, medically-administered medications like medroxyprogesterone acetate (Depo-Provera) — dramatically reduces testosterone levels, thereby reducing sexual urges and the ability to commit further sexual violence. Several U.S. states already use voluntary chemical castration programs with positive outcomes.

We believe parole should not be granted to rapists unless they have undergone and continue chemical castration treatment, monitored by licensed professionals. 

Protecting survivors must be our first priority — not giving early freedom to dangerous offenders.

We demand that the Pennsylvania State Legislature:
Introduce and pass legislation making chemical castration mandatory for convicted rapists seeking parole.

Require treatment to begin before release and continue for minimum 25 years. And to
Ensure treatments are administered under professional medical supervision.
Enforce immediate parole revocation for any offender who refuses or discontinues treatment.

Long-term chemical castration treatment will be medically monitored, with bone health assessments conducted regularly to manage potential side effects.
