The tragic deaths of Late Semanto Hajong and Late Pronome Hajong have sent shockwaves through the Hajong community and caused immeasurable grief to their families, friends, and all those who knew them.
Both were young workers living away from their homes and working in Shillong. They were staying in accommodation connected with their employment, and their safety, security, and well-being should have received the utmost attention. They were subsequently found dead on a road in the Nongthymmai area, not far from their workplace.
Their families have been left with an unimaginable loss and continue to seek truth, transparency, accountability, and justice.
Why We Are Seeking an Independent Investigation
An FIR has already been registered in connection with the case. However, as the case approaches three months, serious concerns remain among the bereaved families and the wider community regarding the circumstances surrounding the deaths, the progress of the investigation, and the need for clear and appropriate updates on the action taken.
This petition does not seek to prejudge the outcome of any investigation or accuse any individual without due process. Rather, we seek a thorough and independent examination of all relevant facts, evidence, circumstances, and concerns so that the truth may be established in accordance with the law.
The deaths of two young people under such tragic circumstances deserve the highest level of seriousness. Their families deserve clear answers, and the community deserves confidence that every relevant aspect of the case has been examined fairly, thoroughly, and without compromise.
For these reasons, as nearly three months have passed since the incident, we respectfully believe that an independent CBI inquiry should be considered through the appropriate legal and constitutional process.
Our Demand for a CBI Inquiry
We respectfully urge the Government of Meghalaya, the competent State authorities, and the appropriate Central authorities to take all necessary steps, in accordance with applicable law and procedure, to facilitate, recommend, or consider an independent investigation by the Central Bureau of Investigation (CBI) into the deaths of Late Semanto Hajong and Late Pronome Hajong.
An independent inquiry would help ensure:
- A comprehensive examination of all relevant evidence and circumstances.
- Greater transparency and impartiality in the investigation.
- Clear and appropriate communication with the bereaved families regarding the progress of the case, subject to legal and investigative requirements.
- Public confidence in the pursuit of justice.
- A careful examination of any alleged negligence or failure of safety measures, wherever relevant.
- Accountability for any unlawful act or negligence established through due process of law.
- Justice based on facts, evidence, and the rule of law.
Concerns Regarding Possible Breach of Workplace Safety SOPs and Late-Night Working Arrangements
The circumstances of this case also raise serious concerns regarding whether appropriate workplace safety Standard Operating Procedures (SOPs) and safety responsibilities were properly followed, particularly in relation to workers working late at night or completing their duties around or after midnight.
We respectfully request the competent authorities to thoroughly examine whether:
- Safe procedures were in place for employees working late-night shifts.
- Proper records and monitoring of duty and working hours were maintained.
- Safe arrangements existed for employees leaving the workplace around or after midnight.
- Safe and reliable transportation or other appropriate arrangements were available for late-night workers, wherever required.
- Adequate security arrangements were maintained at the workplace and employer-connected accommodation.
- Clear workplace SOPs existed for the safety and well-being of employees working late hours.
- Any applicable safety protocols, legal requirements, or workplace procedures were breached, neglected, or not properly implemented.
We are not making any conclusion or accusation without evidence. We respectfully request that all these concerns be examined thoroughly through a lawful, impartial, and independent investigation.
If any violation of law, negligence, failure of duty, or breach of applicable workplace safety procedures is established, appropriate action must be taken strictly in accordance with the law.
Concerns Regarding the Safety of Young Workers

Young people working late hours or staying in employer-connected accommodation may face particular safety vulnerabilities. Employers, institutions, and concerned authorities must ensure that appropriate measures are in place to protect workers and prevent avoidable risks.
We therefore call for stronger measures, including:
1. Improved Worker Accommodation Security
Appropriate safety and security protocols should be implemented in and around worker accommodation, with regular monitoring and necessary security arrangements.
2. Safe and Reliable Transportation
Workers, particularly those working late or irregular hours, should have access to safe and reliable transportation wherever required. Safe pick-up and drop-off arrangements should be considered to reduce unnecessary risks.
3. Review of Workplace Safety Responsibilities
Relevant authorities should examine whether adequate safety arrangements, accommodation standards, transportation facilities, and other protective measures are being maintained for workers.
4. Stronger Coordination and Monitoring
Concerned departments, law-enforcement agencies, employers, and other responsible institutions should strengthen coordination to address crimes and safety concerns involving workers.
5. Accountability and Justice
Where any wrongdoing, negligence, violation of law, or breach of workplace safety responsibilities is established through a proper investigation, appropriate action must be taken strictly in accordance with the law.
6. Regular Communication With the Families
The bereaved families should receive appropriate information and updates regarding the progress of the investigation, subject to legal and investigative requirements.
Our Appeal
This petition is a peaceful and democratic appeal for justice, transparency, and accountability.
We are not asking for assumptions or conclusions without evidence. We are asking for the truth to be established through a fair, independent, transparent, and thorough legal process.
As the case approaches three months, the continuing grief and concerns of the families and community cannot be ignored. The passage of time must not weaken the pursuit of truth or delay justice.
We appeal to the concerned State and Central authorities to seriously consider the demand for an independent CBI inquiry through the appropriate legal procedure, so that all relevant facts and circumstances—including the progress of the existing investigation, workplace safety responsibilities, late-night duty arrangements, and any possible breach of applicable SOPs—can be examined with the highest possible degree of impartiality and public confidence.
The memory of Late Semanto Hajong and Late Pronome Hajong deserves justice. Their families deserve answers. Every young worker deserves to feel safe while earning a livelihood away from home.
