Justice For Renters: End Predatory Towing Where We Pay Rent

The Issue

I am a rent-paying tenant at my apartment complex in Tampa, Florida. On the first night I stayed in my new home, my car was towed—despite being parked in my assigned space with valid tags and registration. The only reason given was that I hadn’t yet gotten my parking sticker from the leasing office. I was forced to pay over $300 to recover my vehicle. This sudden and unnecessary expense caused me to miss work, suffer a severe anxiety attack, and experience overwhelming emotional and financial stress.


We, the residents and concerned citizens of Hillsborough County, Tampa, FL, are calling for urgent reform of the unjust and predatory towing practices taking place in our communities—particularly in apartment complexes. Many of us are legal residents, renters, and law-abiding citizens, yet we are subjected to aggressive, profit-driven towing that targets vehicles without fair warning or proper communication.

Predatory towing in Tampa often involves excessive fees, inadequate signage, and insufficient communication to vehicle owners prior to towing. Such practices exploit residents and visitors alike, making a stressful experience even more burdensome. These towing companies benefit from murky rules and lack of oversight, which allows them to operate largely unchecked at the expense of the community.

There must be actionable solutions to curb this malpractice. The city council of Tampa can implement regulations to ensure transparency and fairness in towing procedures. This includes mandating clear signage that warns of towing, setting caps on towing fees, requiring towing companies to provide a warning or notice period before towing, and establishing a complaint and resolution process.

Change is necessary to protect Tampa residents and create a more equitable environment. By putting new regulations in place, the city of Tampa can prevent companies from benefiting at the expense of its citizens. I urge Tampa residents and those affected by these practices to sign this petition, calling on our local representatives to take immediate action against predatory towing practices.
