Justice for Raheem Bailey, 11, finger amputated after "fleeing bullies" states Mother

The Issue

My name is Vinna Best, and I've created this petition to help seek justice for Raheem Bailey. All children are supposed to be protected rather than losing any limbs when attending school.

Mother-of-four Shantal Bailey published a Instagram post about the horrific incident under the username of @muslima_vegan about her son, Raheem Bailey whose finger was recently amputated after "Raheem made a desperate attempt to leave the school grounds in order to escape."

Shantal Bailey, mother of Raheem Bailey stated on Instagram:

"My 11 year old son, Raheem Bailey, has faced racial and physical abuse, as well as more generic bullying about his height among other things, since he started Abertillery learning community in September 2021. Although he had mentioned a few incidents of people being 'mean to him' recently, I did not realise the extent of what he was going through until an incident this week.

On Monday, Raheem called me in tears whilst I was at work, saying that he’s being bullied and that the teacher threatened him with detention despite him being the one that’s getting picked on.

On Tuesday morning break time, Raheem was attacked and beaten by a group of children whilst in school. He was pushed to the ground and then repeatedly kicked.

Consequently, Raheem made a desperate attempt to leave the school grounds in order to escape the situation. I received a phone call from Raheem and then the school informing me of the incident. The school told me that the ambulance wouldn’t arrive for 2 hours, but advised me not to drive Raheem to A&E myself.

We spent the next five hours waiting for an ambulance to transfer us to the location where he would undergo surgery, in Swansea, 50 miles away from his home and school.

As time rolled on, it became more apparent that the possibility my son was going to lose his finger was a real one. The doctors then confirmed this was likely. I had to explain this to him while he sat there in agony.

After 6 hours of surgery to save it, which was ultimately unsuccessful, his finger had to be amputated. From the day of the incident until now Abertillery learning community have not reached out to me to check on his well-being."

Call for action 

The incident at the school to be fully investigated.

A full review of the school's child safeguarding procedure and procedures including taking into consideration the intersecting identity of a child. 

All parties involved should be legally held accountable to ensure this does not happen again.

This incident is still being investigated by Gwent Police, in collaboration with the school involved, and other partner agencies. As such, it would be inappropriate to comment further at this stage on the particular incident. Bullying and harassment in any form is unacceptable. We expect allegations and incidents of racism and racial harassment to be fully investigated by schools with appropriate action taken to address the matter and prevent further instances from happening. Learners and staff of every ethnicity should have opportunity to achieve their full potential and be part of an anti-racist culture. This culture should respect and nurture difference, make learners and staff feel safe, recognise different histories and experiences, and be one which calls out – and acts upon – behaviours that are racist. It should support victims of racism, in a way that makes them feel supported and empowered. Our Anti-Racist Wales Action Plan, published on 7 June, sets out a series of goals and actions to embed anti-racism within our education system by 2030. Making this transformation will benefit all learners and staff in our education system, and we are committed to meeting the goals within the Action Plan.
