India is a animal welfare state, cows are holy creature, male calves, when they became adult oxen then they are being used for cultivation but in old age, disability they are being slaughtered for beef, skin, bone and blood.
Animal being an State subject, this is a responsibility of the State Governance to make proper legislation's, rules and regulations to minimize the stress, pain and sufferings. The National Board for Wildlife approved Elephant as a National heritage animal of India then Why Animal Welfare Board of India - AWBI not coming forward to declare OXEN - Cow's as a national animal of India, to protect them from slaughtering.
The Ministry of Environment and Forest banned Bull, tiger, panther, lion, monkey and bear as performing animals, where as Bullock cart races and Monkey performances are still going, where as PFA Haryana founder Naresh Kadian played a key role in performing bear rescue, introducing scheme for rehabilitation of kalanders during 1998-99. Oxen - bulls are became jobless in some State's and they are being offered for slaughtering, hence we demands equal distribution of AWBI funds, prompt action on their rescue, rehabilitation for treatment, care and shelter, compensation to the owners of performing bulls - oxen. The Punjab Gau Sewa Aayog be directed not to export bulls - oxen to another state because these exported animals could be slaughter, 28 oxen were caught in a closed body Container No. HR38N7340, FIR No. 110 dated April 10, 2012 was lodged, oxen were sheltered with PFA Haryana shelter and these animals were transported in abusive manner from Punjab to Utter Pardesh, with out export permit, pre-transport AWBI permission as required under section 96 of the Cattle Transport Rules, 1978 amended in 2001.
It would be pertinent to mention here that Naresh Kadyan lodged FIR No. 293 dated December 10, 2000 with GRP, Faridabad and FIR No. 374 dated December 28, 2000 with GRP, Gaziabad against two special 40 boogies cattle trains, carrying cows for slaughter from Kilaraipur - Punjab to Howarah - West Bengal, cows were handed over to Goshala's, please enforce the concerned legislation's along with the Hon'ble Supreme Court of India verdict that offenders can't be given a superdari of cow and oxen case property during court trials.
The State Committee for Slaughter Houses - Govt. of Haryana and Punjab are also requested to approve and recommend the proposal for declaration of COW PROGENY as a state animal in domestic category, where as Sparrow adopted as state bird of Delhi, camel as state animal of Rajasthan, then why not cow progeny, as National animal of India.?
We further demands that crime against cow progeny should be try and decide by the fast track court of District and Session Judge, goods transport vehicle registration be cancelled, if found involved in animal abuse?, the report of the National Cattle Commission, 2002 be implemented, pension for cow progeny needs attention.
Haryana Motor Vehicle Rules section 94 should be implemented along with the Cattle Transport Rules, 1978 amended in 2001. We further demands that common land - gau charan be handed over to the Gaushala's and all encroachments should be demolished, we appreciate the information gathered under RTI, through the office of the Cabinet Secretary to the Govt. of India by Miss Sukanya Kadian, Programme Director and Abhishek Kadian, Media Adviser to the United Nations affiliated OIPA in India and they have collected complete data of gau charan land all over India.
