**TL;DR**: On July 4, 2022, Stephen Tyler Murphy, a decorated Navy Chief Petty Officer, was brutally killed after being run down by Joshua C. Robinson. Instead of seeking immediate help, Robinson and Lindsey R. Chapman removed his emergency band, delayed medical care, and lied about the circumstances of his injuries. Their actions caused further harm and betrayed trust within the medical and military communities. Despite overwhelming evidence and ten months of inaction, the Virginia Beach Commonwealth’s Office has failed to deliver justice. This petition demands a full investigation and upgraded charges against Robinson and Chapman. Murph’s service, life, and dignity deserve respect. DETAIL OF EVENTS
On July 4th, Stephen Tyler Murphy spent time with friends at a CP Shuckers in Virginia Beach. As the night was winding down, Lindsey R. Chapman (alias= Lindsey Henry) invited him to her house, and Joshua C. Robinson, Chapman’s coworker, gave them a ride. Monents after , as in 6/10 miles away from leaving CP Shuckers, Murph exited the car and was run down by Robinson. Robinson and Chapman initially fled the scene but returned minutes later. Rather than calling for help, they removed Murph’s smart band and disengaged the data sensor before loading his mangled body into their vehicle. If not to prevent interference from an emergency response system triggered by the band, there is no comprehensible explanation for its removal. We know it was removed by the condition its remnants were retrieved; VBPD found the band and sensor clips unbroken. The brand of the band is WOOP; designed for high-impact action and favored by professional athletes.
Their whereabouts over the next hour and fifteen minutes are primarily unknown, except for an encounter with law enforcement. It is a known fact that an officer with the Virginia Beach Police Department pulled up and informally addressed Robinson’s expired registration while Murph laid gasping and gurgling in the back of their car. Yet, neither Robinson nor Chapman notified the officer of any incidents or that Murph was in their possession.
Over an hour later, all three arrived at Sentara Leigh Princess Anne Hospital. Not only is this hospital located in a different city and required them to pass numerous better-equip facilities on their way, but worst case scenario the drive should also have only taken them eighteen-minutes it. This hospital SLPA, was chosen for the possibility it presented these defendants to further their harm, while distancing themselves from responsibility. Chapman was previously a long-time employee at the facility, and it is reasonable to assume they knew it was not a trauma center prior to taking Murph there. Clearly knowing, not just as long-time residents of the area but also registered nurses with personal experience they would know more than anyone, the level of care provided by Sentara Leigh would be insufficient; essentially, they callously brought Murphy to a place they knew could not treat him which caused further delay in his access to treatment.
Upon arrival at Sentara Leigh, both defendants claimed to have found Murph on the side of the road and exploited relationships of trust. As a result, the hospital failed to notify the police and permitted Chapman and Robinson to remain with Murph during his transfer. Chapman’s influence must be acknowledged for the detriment it was to Murph; he should have been airlifted.
After six hours, two hospitals, and several police statements later, their scheme was foiled, but their criminality did not end.
Chapman’s actions betrayed previously established relationships of trust and eroded confidence within the medical field and the wider Virginia Beach community. The medical community must be protected from bad actors and corruption.
Both defendants have been walking free since before Murph could be buried. Robinson was released under conditional terms but has since had two revocation hearings due to positive drug and alcohol screens, dilution of a specimen, and device interference. Despite these happenings, his bond was not revoked. Both defendants have previously pleaded guilty to DUI.
It’s unacceptable that neither is facing the mandatory minimum of jail time. The state’s response to murder insults the value of life. This petition has been started to demand The State of Virginia rectify this situation by thoroughly investigating and holding these perpetrators accountable for their heinous acts. Murph deserves a dignified representation, and without a dutiful fact-finding mission into his murder, that will not happen.
Virginia Beach, as a proud military community, must show respect to the men and women who serve this country and drive its economy. Murph was one such individual who served with honor and distinction in some of the most elite units of our country’s military; earning the rank of Chief Petty Officer in the Naval Special Warfare community. It is unacceptable that the State of Virginia has not responded appropriately to the value of his life and service. It has been ten months since Murph was taken from us, and the Virginia Beach Commonwealth’s office has yet to provide basic evidentiary answers.
We need your help. By signing this petition, we unite as a community of Americans to support medical and military professionals who serve with bravery. The actions of Robinson and Chapman had far-reaching consequences, affecting not only Murph and our family but also the medical and military fields. These fields have a long-standing history of mutual respect, and we call upon the state to protect that. By taking a stance against the corruption of a public medical facility and punishing those who commit crimes that go against the institution's purpose, the state sends a warning to others who seek to abuse their power.
