Subject: Urgent Demand for Justice for Muhammad Ullah and Immediate Investigation into Alleged Actions of RCPR Leadership

Muhammad Ullah, a Rohingya refugee from Camp 7, was an educated and courageous young man who consistently spoke out against injustice. Following a social media post concerning RCPR, he reportedly became the target of threats and intimidation by individuals allegedly linked to the RCPR.

According to multiple accounts, an individual identified as MV Edris from Camp 7—reportedly associated with RCPR—directly contacted Muhammad Ullah and issued open threats. He was subjected to repeated intimidation by individuals connected to the group. There are also serious concerns that the name of DGFI was misused to amplify fear and pressure. Muhammad Ullah is said to have preserved evidence, including call records, messages, and audio recordings.

Fearing for his life, Muhammad Ullah was forced to flee, ultimately attempting to reach Malaysia in search of safety.

Tragically, in April 2026, he lost his life in a devastating boat disaster in the Andaman Sea. Reports indicate that around 250 people perished when an overcrowded vessel capsized under dangerous conditions, with many still missing. His death is not an isolated incident—it reflects a broader pattern of fear, insecurity, and systemic failure that continues to push refugees toward life-threatening journeys.

Furthermore, multiple testimonies have raised grave allegations against individuals associated with RCPR leadership, including intimidation, abuse of power, exploitation, and coercion. These allegations are serious and demand an immediate, impartial, and transparent investigation.

Widespread concerns have also been expressed by members of the Rohingya community, including educated youth, regarding the background and alleged activities of RCPR leader Dil Muhammad.

According to various testimonies:

  • He has minimal formal education.
  • From a young age, he allegedly acted as an informer for Myanmar military authorities, reportedly providing misinformation about Rohingya civilians that led to arrests, harassment, and extortion.
  • He has allegedly been involved in illicit activities, including connections to the “WY” drug trade in collaboration with military-linked actors.
  • In 2024, in Maungdaw and Buthidaung, Rohingya youth were reportedly forcibly recruited for the Myanmar military, resulting in loss of life.
  • He was also active in arbitrary arrests, physical abuse of educated individuals, and large-scale financial extortion targeting vulnerable households through the misuse of military-linked influence.

After arriving in Bangladesh, the formation of RCPR is alleged to have been used to obscure past actions while enabling continued influence and control within the camps through intimidation and coercion. It is further alleged that financial gains from illicit activities have been used to consolidate and maintain power.

It is deeply alarming that individuals—particularly educated youth—who raise their voices against these issues face threats, while those accused of wrongdoing continue to operate without accountability.

As a WY trading group, they maintain armed elements, which instill widespread fear among ordinary Rohingya refugees.

Therefore, we, Rohingya youth, urgently and firmly demand:

  1. An independent, credible, and transparent investigation into the alleged threats against Muhammad Ullah and the actions of RCPR leadership, including Dil Muhammad.
  2. Immediate accountability for any individuals found responsible for intimidation, coercion, exploitation, or abuse of power.
  3. Strong and effective protection mechanisms for refugees, especially those who speak out against injustice and advocate for their community.

The safety, dignity, and fundamental rights of refugees must not be compromised. Silence and inaction will only enable further abuse and more tragedies.

Justice for Muhammad Ullah is not only about one life lost—it is about ensuring protection, accountability, and dignity for all Rohingya.
