Justice for Maisie - Stricter Enforcement of Dangerous Dog Laws, License All Dogs

The Issue

On September 3rd, Maisie’s life was tragically cut short at just four months old when she was mauled to death only doors from her home by two XL Bully dogs in Ferryhill, County Durham.

Maisie was from my litter and had been adopted by my mother-in-law, Mellissa Devon, on June 27th, 2025. Her daughter, just 18 years old, was walking Maisie at the time and was attacked herself, leaving her deeply traumatised. Families like Maisie’s should never have to live in fear of dangerous dog attacks.

Maisie was on her lead, being walked responsibly near her home. The two XL Bullies escaped from a property that was not secure enough to contain them, highlighting the urgent need for stricter enforcement of housing and control requirements for dangerous breeds.

This is not just about one breed. While Maisie’s case involved XL Bullies, attacks are happening across the UK involving a range of dogs. The problem is not the absence of laws, but the lack of enforcement of the ones that already exist under the Dangerous Dogs Act — and the absence of proper licensing for all dogs.

Right now, the law requires certain dangerous breeds to be muzzled, kept on leads, insured and registered — yet time and again these rules are ignored without consequence. In 2022 alone, there were over 21,000 reported dog attacks in the UK. Without proper enforcement and universal licensing, the law is just words on paper.

We are demanding urgent change:

  • Stricter enforcement of existing laws for all dangerous breeds.
  • A licensing system for all dogs, making owners fully accountable.
  • Regular property checks by councils to ensure secure housing of registered dogs.
  • Visible insurance requirements so ownership can be properly monitored.
  • Harsher penalties for owners who breach the law.
  • Proper support for victims and families, including trauma counselling and specialist referrals.

 

This is not an isolated tragedy — every week there are new reports of attacks that devastate lives. Maisie’s story must be the last of its kind. Families deserve to feel safe on their streets, children deserve to walk their dogs without fear, and no one should ever have to endure the heartbreak we are living through.
