The Issue
On 30th October 2022, a young man, Keagan Benson Githua, 24 years old, was killed in Ridgeways as he walked home. He was attacked by thugs who used a boda-boda to get away. They tried to rob him of his gadgets and stabbed him in the chest before getting away. Keagan was rushed to AAR Hospital on Kiambu road by good Samaritans. The hospital staff tried to resuscitate him but he succumbed to his injuries.
His family is devastated and heartbroken beyond belief. We do not want Keagan's death to be in vain. We cry for justice not just for him but for all who have been affected by the onslaught of muggings, rapes, assaults and death caused by thugs using boda-bodas for quick getaways in Ridgeways and Garden Estate, Roysambu Sub-County. Enough is enough! We must be protected in our community, on our roads and in our homes!
Boda-boda riders have recently been linked to a wave of criminal activity in Roysambu Sub-county, ranging from Robbery with violence to sexual assaults.
The boda-boda sub-sector remains informal and inadequately regulated. We therefore petition the relevant authorities and bodies to step in to curb this rampant issue by:
1. The Transport Licensing Board should put in place a comprehensive policy, legislative and regulatory framework to help govern the sub-sector. All buyers of motorcycles must have PSV licenses and details captured in the database before being released.- Extra vigilance provided by the police, especially in places that are considered hot spots
- Enforcement of laws to ensure that boda-boda riders are following the regulations stipulated which include:
a.) Boda-boda operators that are not licensed by the relevant governing body and SACCO should be impounded and prosecuted. (The non-affiliation to SACCOs or association has made it difficult to identify legitimate riders from criminals who have infiltrated the sector.)
b.) Carrying proper identification, following the stipulated operating procedures both in clothing and license plate numbers.
c.) Crackdown on boda-boda violators
d.) Any boda-boda operator convicted of any criminal activity should have their license revoked
e.) All boda-boda operators must be a member of a registered association or risk arrest - Strengthening the policies that govern boda-boda use to enhance registration, regulation and monitoring of this sector.
- Reinstating the police post within Ridgeways which has sat unmanned for many years.
- Increasing surveillance through installation of CCTV cameras, streetlights, and self-regulation mechanisms by SACCOs.
