Justice for Homebuyers -Reconstitute Environment Committees SEIAA and SEAC in Haryana

The Issue

The prolonged delay in the reconstitution of the State Level Environment Impact Assessment Authority (SEIAA) and State Expert Appraisal Committee (SEAC) in Haryana is severely affecting thousands of homebuyers across the state. With the tenure of the last committees having expired on 20th February 2025, there has been no official announcement on the formation of new committees as of 28th October 2025.

Environmental Clearances (EC) in Haryana can only be issued by SEIAA and SEAC, crucial for the continuation of numerous development projects. Among these projects are those of Unitech Ltd., under the scrutiny of the Hon’ble Supreme Court of India.

In Civil Appeal No. CA No 010856 of 2016 and diary no 36817 /2016 and IA no 77858/2024 ,77859/2024 decided on 04.12.2024 by Supreme Court,the Supreme Court explicitly directed the Government of Haryana to issue all statutory approvals, including Environmental Clearances, within 15 days of its order dated 4th December 2024. Failure to do so required the government to inform the Court of any reasons through an Interlocutory Application. 

Distressingly, neither have the approvals been granted nor any such application filed to date, indicating non-compliance with the Supreme Court’s orders.

This administrative oversight and procedural delay have forced thousands of families, who have invested their life savings into Unitech’s projects since 2009, to wait indefinitely for their homes, having already paid 95% of the cost. The repeated rejection of state recommendations for SEIAA and SEAC by the Central Government for various procedural lacunas by state govt. and neglected formation have led to significant suffering among ordinary citizens.

We urge the Government of Haryana to reconstitute SEIAA and SEAC immediately in line with existing norms so that same are approved by central govt agency. This swift action is crucial not only for compliance with the directives of the Hon’ble Supreme Court but also for providing immediate relief to thousands of families who are in dire need of their rightful homes. It's time for justice and good governance to prevail.
