The Issue
Recently, I was devastated by the heart/gut wrenching story of a German Shepherd named Hanz, who was starved nearly to death by Caitlyn Pelton right here in Rhode Island. This kind of inexcusable torture toward an innocent animal must be a wake-up call for us all to say enough is enough. If someone is able to carry out these demented acts to an innocent animal, what else are they capable of? We need to push for stronger animal abuse laws as well as ways to regulate such laws, that will prevent offenders attaining another animal. In short, a national online database would certainly help with regulating people who can be trusted to attain an animal.
The unfortunate incident involving Hanz highlights a significant deficiency within our current (state’s) legislation regarding animal cruelty. Currently, Rhode Island's laws on animal abuse are insufficient in both preventing and punishing those responsible for heinous acts against animals. Stronger enforcement and stricter penalties are imperative if we are to deter such atrocities in the future.
While existing laws criminalize acts of animal cruelty, they fail to create a significant deterrent due to minimal consequences. According to recent reports, animal abuse continues to be prevalent in our state. In 2019 alone, the ASPCA received over 100,000 complaints of animal cruelty and neglect nationwide. This is not just a national issue—it's a local one, right here in our communities.
In 2020, data from the Humane Society showed that between 2011-2020, animal cruelty cases have increased across many states, highlighting the urgent need for legislative reform. Stronger laws would not only advocate for defenseless animals but also potentially highlight animal cruelty as a precursor to further violent crimes, a correlation that has been widely documented in academic studies.
We have a responsibility to speak for those who cannot speak for themselves. Lives like Hanz's and countless others depend on our immediate actions to champion reform and advocate for tougher laws that can be imposed on offenders.
This petition urges lawmakers in Rhode Island to take immediate action to review and strengthen our animal cruelty laws. Specifically, enhancing sentencing guidelines and establishing firmer standards for what constitutes neglect and cruelty. Implementing mandatory reporting systems and increased funding for animal welfare investigations is also crucial. Thankfully just this year Senator Andrew DiMitri sponsored a recent legislation to stiffen penalties for animal cruelty offenses, increasing prison time for repeat offenders, particularly with dogfighting rings. This is a WIN for RI. But now we need to push for a public online database to which offenders names and others who are involved in heinous acts are listed. As of right now, we aren’t able to regulate offenders to make sure they aren’t able to be trusted to have an animal in their possession. While shelters and rescues will delve into researching the potential adopter, this may not be the case with home breeders or accidental breeding cases. To me, it sounds like we have to wait for these vile individuals to repeat the abuse and they will only be charged AFTER they strike again. My goal is to keep up the momentum that Andrew Dimitri has already gained and I don’t plan on stopping. Join me in calling on our state's legislators to push for a revamp and implement of our animal protection laws. Together, we can ensure that no animal feels such terror and pain.
