We are asking Governor Sarah Huckabee Sanders and the Arkansas Post-Prison Transfer Board to grant clemency or compassionate release to Eva Mae Millard, ADC #755314.On November 8, 2018, Eva’s two-year-old daughter, Olivia Soto, tragically passed away. Eva was later convicted of Permitting Child Abuse Resulting in Death. She accepted a plea deal in 2021 and received a suspended sentence. After probation violations, that sentence was revoked in 2023 and she is currently serving 20 years.Eva has always maintained her innocence in causing her daughter’s death. She has expressed deep remorse for the failures that occurred under her care and for not protecting Olivia.
While in prison, Eva has worked on bettering herself through programs, education, and personal growth. This petition is not meant to diminish the pain of Olivia’s family — their loss is unimaginable and our hearts go out to them. However, we believe that after several years of incarceration, Eva has taken responsibility for her actions and deserves the opportunity to prove she can be a productive member of society. We respectfully request:
Executive clemency or a commutation of her sentence
Fair consideration at her next parole hearing.
The chance for Eva to return home and continue rebuilding her life
Eva was a young mother caught in a tragic and complicated situation. Many people in similar circumstances have been given second chances after showing genuine change.
