Justice for (CPLOs) & (LCLOs) in Haryana – Stop Exploitation, Secure Our Future!
The Issue
We, the CRID Panchayat Level Operators (CPLOs) and Local CRID Level Operators (LCLOs) working under the Citizen Resources Information Department (CRID) project in Haryana, are compelled to raise our voices because our livelihoods, dignity, and future are at risk.
Every day, CPLOs and LCLOs serve as the backbone of Digital Haryana. At the grassroots level, we are the face of the government in villages – helping citizens with government schemes, digital records, surveys, Aadhaar services, pension schemes, and more. From morning till evening, we handle all kinds of digital and administrative work for Panchayats, ensuring that governance reaches even the smallest household.
Despite our crucial role, the reality we face is deeply discouraging:
Only ₹6,000 per month: We are paid just ₹6,000 – an amount that is far below even the minimum wage standards. This is not enough to run a household or support a family in today’s economy.
Delayed Payments: Even this small amount is not paid on time, leaving many of us struggling to pay rent, children’s school fees, and basic household expenses.
No Extra Payment: We are routinely assigned multiple government works, including surveys, elections, pension verification, and other urgent duties, but we receive no extra pay for the extra workload.
No Job Security: We are working on a contractual/temporary basis, without any clear service policy. At any time, our service could be discontinued, leaving us jobless despite years of hard work.
No Social Security: There is no PF, no ESI, no pension, and no health insurance. If we fall sick or lose our job, there is nothing to protect our families.
No Recognition: Even though we are doing the work of official Panchayat-level staff, we are not given proper government status or recognition.
This situation is nothing less than exploitation of educated youth in Haryana. Thousands of CPLOs and LCLOs are giving their best efforts every single day, but the system is failing to give us basic dignity, stability, and respect.
👉 Why This Matters
Many CPLOs and LCLOs are graduates or postgraduates who left other opportunities to serve their villages under CRID, trusting the government’s vision of Digital Haryana.
Our families depend entirely on this income, but with ₹6,000 (often late), survival is extremely difficult.
Without a clear policy, our future remains uncertain even after years of dedicated service.
If CPLOs and LCLOs lose motivation, the entire vision of Digital Governance at Panchayat level will collapse.
We are not asking for charity. We are asking for justice, fair wages, and dignity for our work.
👉 Our Demands
We respectfully appeal to the Hon’ble Chief Minister of Haryana and the Hon’ble Prime Minister of India to:
Increase our monthly salary to a fair and living wage, in line with our responsibilities and workload.
Ensure timely payments every month without delays.
Frame a clear service policy for CPLOs and LCLOs that guarantees job stability and future security.
Extend social security benefits such as PF, ESI, pension, and health insurance.
Officially recognize CPLOs & LCLOs as part of Panchayat-level governance.
Provide training and career growth opportunities so we can continue to serve Haryana better.
