The Issue

Animals cannot speak for themselves. They rely on us to protect them.

Every year, Californians donate millions of dollars and entrust thousands of vulnerable animals to rescue organizations believing they will receive compassionate care. Most rescues honor that trust with extraordinary dedication. But when oversight fails, the consequences can be devastating.

The ongoing investigation involving Miranda’s Rescue in Humboldt County has raised serious concerns about animal welfare, public accountability, and oversight of rescue organizations. The investigation remains active, and the legal process will determine the facts. Regardless of the outcome, this case has highlighted the need to examine whether California’s current safeguards are sufficient to protect animals and the public.

We Are Asking California Leaders To:

✅ Require routine inspections of animal rescues.

✅ Increase financial transparency for nonprofit rescues.

✅ Create a statewide complaint database.

✅ Strengthen penalties for those convicted of aggravated animal cruelty.

✅ Permanently prohibit individuals convicted of serious animal cruelty from operating rescue organizations.

✅ Increase funding for investigations and enforcement.

✅ Increase funding and access to affordable spay/neuter programs to reduce pet overpopulation, prevent unnecessary suffering, and decrease the number of animals entering already overwhelmed shelters and rescues. By investing in prevention, we can reduce euthanasia, ease the burden on responsible rescue organizations, and help prevent situations where overcrowding leads to neglect and inadequate care.

Animals cannot tell us when they are suffering.

They depend on us to protect them.

By signing this petition, you are asking California’s leaders to strengthen oversight, improve accountability, and help prevent future tragedies.

Together, we can give rescue animals the protection they deserve.
