This is a clear case of criminal animal abuse, and we demand swift justice for Kang Hari—and stronger protections for animals across South Korea.

To the Prosecutor General of the Republic of Korea and relevant government officials,

I write with deep sorrow and outrage over the brutal beating of a defenseless mother dog named Kang Hari, a case that has shaken the conscience of animal lovers across South Korea and around the world.

On June 14, 2025, Kang Hari (formerly known as Baekgu) was found near Pyeongjang-gil in Hyunam-dong, Yeoju City—bleeding, disoriented, and severely injured. She had been struck multiple times in the head with a blunt object, leaving her with a fractured skull, orbital damage, deep wounds, and suspected blindness. Despite her agony, she continued to wag her tail and lick the hands of her rescuers—an extraordinary act of trust in the very species that had harmed her.

What makes this case even more heart-wrenching is that Kang Hari is a nursing mother. Her four puppies, still too young to eat solid food, were left behind, unable to nurse from their injured mother. If not for the intervention of animal rights group CARE and a compassionate journalist, Kang Hari and her puppies might not have survived.
This is a premeditated act of violence and cruelty, and it must be treated with the full weight of the law. Animal cruelty is a crime in South Korea, and Kang Hari’s suffering demands not only justice for her but systemic change to prevent future abuse.

Therefore, I urgently call on your office and relevant government agencies to take meaningful and immediate action:

1. Investigate and Prosecute the Perpetrator to the Fullest Extent of the Law
Kang Hari’s injuries are consistent with a deliberate act of violence. I urge the Prosecution Service to conduct a thorough investigation, gather witness testimonies, and prosecute the perpetrator under South Korea’s Animal Protection Act. A ₩3,000,000 reward is being offered for information that leads to an arrest.

2. Strengthen Animal Cruelty Laws and Their Enforcement
Kang Hari’s case underscores the urgent need to strengthen animal welfare legislation in South Korea. Laws must include:
• Harsher penalties for physical abuse and neglect
• Specific protections for nursing or pregnant animals
• Mandatory reporting of abuse by veterinary professionals and citizens

2025년 6월 14일, 여주시 현암동 평장길 인근의 한 마을에서 강하리(이전 이름: 백구)는 피범벅이 된 채 발견되었습니다. 그녀는 머리를 둔기로 수차례 가격당해 두개골 골절, 안와 손상, 심각한 출혈과 실명 가능성 등 치명적인 부상을 입은 상태였습니다. 하지만 그 극심한 고통 속에서도, 그녀는 구조해준 사람들에게 꼬리를 흔들고 손을 핥으며 마지막까지 인간에 대한 믿음을 보였습니다.

더욱 가슴 아픈 사실은, 강하리가 막 출산한 수유 중인 어미개였다는 점입니다. 젖을 떼지 못한 네 마리의 새끼들은 어미가 돌아오지 않자 배고픔에 울부짖으며 방치되었습니다. 다행히 한 언론인의 제보와 동물권단체 케어(CARE)의 긴급 구조가 없었다면, 이 가족은 모두 생명을 잃었을지도 모릅니다.

이것은 계획적이고 극악한 동물학대 범죄입니다. 강하리의 고통은 일회성의 비극이 아닌, 우리 사회의 동물보호 체계가 처한 심각한 결함을 드러내는 신호입니다. 이제 우리는 말이 아닌 행동으로 응답해야 합니다.

이에 저는 다음과 같은 구체적이고 즉각적인 조치를 강력히 촉구합니다:

1. 가해자를 철저히 수사하고 동물보호법에 따라 엄중히 처벌해 주십시오.
강하리의 상처는 명백히 고의적이고 잔인한 폭력의 흔적입니다. 철저한 수사와 함께 목격자 진술 확보, 용의자 특정 및 기소를 통해 동물보호법에 따른 정당한 처벌이 이루어져야 합니다. 현재 제보를 통해 검거 시 ₩3,000,000(삼백만 원)의 현상금이 지급됩니다.

2. 동물학대 처벌 강화를 포함한 관련 법률 개정 및 집행을 촉구합니다.
강하리 사건은 우리 법제도의 미비점을 여실히 보여주고 있습니다. 다음과 같은 법적 조치가 시급합니다:
• 신체적 학대 및 방치에 대한 처벌 수위 강화
• 임신 및 수유 중인 동물에 대한 특별 보호 조항 명문화
