I have a page where I log all of the updates if you are curious, and have received our first response from JR which I'd like to share with you all. Of the multiple JR companies there are (and all that I've sent our petition), the first response comes from JR East. I've translated it below in English, which you'll notice is a very disappointing and non-convincing... it doesn't even mention that they've seen our petition! But my wish if for our voices to be heard to as many people involved as possible, so I'll continue to keep you updated and informed of any updates/replies that I receive. Thank you. Update on Nov. 23rd JR Shikoku, JR West, JR Hokkaido and JR Kyushu also replied with the SAME EXACT response as JR East (see below). I've been informed by others that everyone is receiving the SAME EMAIL in regards to ANYTHING that has to do with the "Japan Rail Pass," and am extremely disappointed in JR for making such heartless responses. My only hope is that we get as many JR employees to read our supporter's comments and realize how many people and their families will be affected by this change. In regards to your inquiry of the "Japan Rail Pass," the JR Group currently sells the pass to foreign travelers who visit Japan with the purpose to tour the country; but as a special exception, we had offered this service to Japanese citizens living abroad that met certain qualifications. However, we have decided to discontinue making this exception after March 31st of 2017. The "Japan Rail Pass" first started in 1981 during a time when Japan was not a tourist destination, and the internet was not commonly used for us to be able to advertise. For this reason (as a way to advertise), we made a special exception for Japanese citizens living abroad who met qualifications to make purchase of the pass as well. However, our circumstances are changing with the recent growth in foreign tourists. In the past, we have been able to check that the purchasers met qualifications to make the purchase of the "Japan Rail Pass." However, there is no internationally acknowledged document that can prove that a person is actually living abroad, and qualifications differed based on what country the person is coming from, which lead to unfairness and complaints from the Japanese citizens living abroad where were unable to make use of the pass. With these factors in mind, we have decided to end selling the pass to Japanese citizens living abroad. We do not intend on making any changes to what we have decided and have officially announced.
