The Issue

Free Parking for Low-Income Students at UCI: A Step Toward Equity
At the University of California, Irvine (UCI), parking fees have become a serious barrier to educational access. With permits costing up to $285 per quarter (or more than $800 per year), these costs add substantial pressure on students and families already managing high living expenses, textbooks, and tuition. In one of California’s most expensive regions, parking isn’t a side expense—it’s a burden.
Who It Hurts Most:
Low-income students are hit the hardest. While UCI promotes accessibility, its current parking policies unintentionally block full participation in academic life for the very students who need support the most.

The Challenge

🏠 Housing Costs Push Students Out
Irvine’s average rent is $2,975 (Apartment.com). Many students can’t afford to live near campus and are forced to commute from surrounding cities—spending more on gas and time. This deepens transportation inequality and perpetuates a cycle set by a system that fails to support students.
💰 Parking Fees Add to the Burden
Permits cost up to $285 per quarter, creating a serious financial strain, especially for students already juggling other major expenses.
🚫 Few Alternatives
Public transportation options are limited and unreliable, leaving many students no choice but to drive.
🎓 Academic Fallout
Financial stress affects class attendance, study time, and overall participation in campus life. When students are forced to choose between affording gas or showing up to class, everyone loses.

The Solution: Free Parking for Low-Income Students

Immediate Benefits:

Financial Relief: Eliminates up to $855 annually for those who need it most.

Academic Focus: Reduces the need to work extra hours just to afford transportation.

Equal Access: Levels the playing field by removing barriers based on income.

Better Attendance: Makes it easier for commuting students to consistently attend class.

Long-Term Impact:
Higher Graduation Rates: Fewer financial roadblocks mean more students finish their degrees.

  • Stronger Engagement: Enables students to take part in events, research, and opportunities beyond the classroom.
  • Increased Diversity: Supports UCI’s mission to create a more equitable and inclusive community.
  • Better Retention: Reduces dropouts due to financial strain.

UCI does not receive government funding for parking, which is why students are charged. But that doesn’t mean we can’t fix the system. I’ve created a funding proposal that outlines how UCI can cover parking costs for low-income students.
