The Issue
Jimmy Newton Ubernosky was a decorated veteran of the elite 75th Ranger Regiment. After serving his country in combat, he became an “inspiration to many Rangers” - a beloved mentor who guided countless young soldiers. He was a good man, respected and loved by all who knew him. On October 31, 2021, Jimmy was driving home when he suffered a stroke. His truck began weaving and struck traffic barriers. An off-duty deputy initiated a traffic stop. According to the official incident report written by the deputies themselves: - Jimmy exhibited “bizarre speech that I could not discern as known language” (aphasia - a classic stroke symptom) - He couldn’t communicate well enough to perform field sobriety tests - Deputy Morris “forcefully removed Jimmy from the pickup” - slamming him to the ground - Jimmy lay on the pavement for an extended period - He was charged with DUI (drugs) and failure to maintain lane - He was “released on citations” at the hospital rather than admitted as a trauma patient **Jimmy was pronounced brain dead.** He had suffered a brain aneurysm caused by the head trauma from being violently removed from his vehicle. Blood tests showed no illegal drugs. **The Effingham County Sheriff’s Office investigated itself and found no wrongdoing. The statute of limitations has run out.** **WHAT WE’RE FIGHTING FOR:** We demand Congress pass **Jimmy’s Law** - federal legislation requiring: ✓ **Mandatory medical emergency training** for all officers (8 hours annually) to recognize strokes, seizures, heart attacks, and diabetic emergencies ✓ **2-minute EMS activation** when medical distress is suspected - with automatic logging ✓ **Prohibition on force** against individuals exhibiting medical distress symptoms ✓ **Body camera requirements** for all on-duty and off-duty enforcement actions, with independent DOJ oversight ✓ **Ban on false charges** against people in medical emergencies - with automatic dismissal and expungement ✓ **20-year statute of limitations** for civil actions involving death or serious injury during law enforcement contact - so families can’t be stonewalled out of justice ✓ **Independent federal review** of all deaths and serious injuries - not departments investigating themselves ✓ **Public transparency** through national databases and quarterly reporting **A stroke is not a crime. A seizure is not a crime.
