I'm calling on the California Governor Jerry Brown and the state legislature to require internet service providers with state contracts to abide by net neutrality principles.
This would mean that in order to receive a contract with the state of California government, internet service providers like Verizon and Comcast must not block or throttle web content or create internet fast lanes. State governments can be some of the biggest consumers of internet services so this will send a strong message.
The California State Senate just passed a motion prohibiting blocking, throttling and paid prioritization by landline and mobile ISPs under threat of injunction and financial damages! The bill now goes to the Assembly. This bill would also ban state agencies from sourcing internet service from ISPs unless they swear on penalty of perjury to uphold net neutrality principles. If the legislature can't pass this effort, Governor Brown should issue an executive order.
This can be done. In January of 2018, Montana Governor Steve Bullock (D) signed an executive order to do just this, explaining “This is a simple step states can take to preserve and protect net neutrality. We can’t wait for folks in Washington DC to come to their senses and reinstate these rules.”
Every individual should have free access to the internet without paying large sums of money to internet service providers. Governments should mandate internet service providers to not discriminate against the user, website, platform, application, content, or any method of communication.
