Everyone deserves to know that when they interact with police personnel, there is an accurate and impartial record of what happened. 

Body-worn cameras are one of the most effective tools for increasing transparency, strengthening accountability, and increasing public confidence in policing. They provide an objective record of interactions between Victoria Police personnel and members of the community, helping to ensure that incidents are properly documented and that evidence is available when concerns are raised. 

Despite these benefits, there are still circumstances where interactions with the public may not be fully recorded, making it more difficult to establish what occurred and to hold individuals accountable where necessary. 

Janarra Law proposes mandatory body-worn camera requirements for all Victoria Police personnel, employees and authorised representatives who interact with members of the public while performing official duties. 

Janarra Law calls for: 

• Mandatory body-worn cameras are to be worn and activated during all official interactions with members of the public, except where limited exemptions are clearly defined by law. 
• Clear legal requirements outlining when body-worn cameras must be activated, when they may be deactivated, and the circumstances in which  recording is required. 
• Accountability where body-worn cameras are deliberately not activated, intentionally misused, or recordings are unlawfully interfered with or destroyed. 
• Secure storage and preservation of all recordings, with lawful access available for investigations, court proceedings, oversight bodies, and complaint processes. 
• Consistent body-worn camera standards across all Victoria Police personnel who perform public-facing duties. 

Janarra Law is about protecting the community through greater transparency and accountability. I respectfully call on the Victorian Government and Members of the Parliament to introduce Janarra Law and establish clear, enforceable legislations requiring the use of body-worn cameras by all Victoria Police personnel who engage with members of the public while performing offical duties.
