The Issue

To the Professional Game Match Officials Limited (PGMOL), The Football Association (FA), and the Premier League,
We, the undersigned fans, players, and stakeholders of English football, formally raise serious concerns regarding the repeated officiating errors involving referee Stuart Attwell. These incidents have significantly impacted the fairness, integrity, and outcomes of multiple matches across the English football pyramid.
Football is built on principles of fairness, consistency, and accountability. However, a pattern of controversial and widely criticised decisions involving Stuart Attwell has led to growing frustration and a loss of confidence in officiating standards.
The following incidents represent a concerning trend:
- Manchester United vs Bournemouth: Failure to award a clear penalty to Manchester United, followed by inconsistent decision-making benefiting Bournemouth.
- Manchester United vs Burnley: Lisandro Martínez’s legitimate goal was incorrectly ruled out, later acknowledged as an error by PGMOL.
- Arsenal vs Liverpool (2023): A clear handball by Martin Ødegaard in the penalty area went unpunished.
- Sunderland vs Leeds United: Leeds were denied a clear and obvious penalty.
- Everton vs Nottingham Forest: Three major penalty decisions were not awarded to Nottingham Forest, contributing to severe consequences including financial penalties and formal disputes.
- Reading vs Watford: A goal was incorrectly awarded despite the ball not crossing the line.
- Manchester City vs Liverpool: A dangerous challenge on Alexis Mac Allister by Jérémy Doku was not penalised.
- Fulham vs Wolves: Violent conduct went unnoticed and unpunished.
- Tottenham vs Brighton (April 2023): Failure to award a clear penalty to Brighton, later resulting in an official apology.
- Arsenal vs Manchester City (January 2022): Inconsistent penalty decisions for similar incidents.
- Chelsea vs Tottenham (August 2022): Failure to act on a clear act of misconduct directly influencing a goal.
These decisions are not isolated; they demonstrate a recurring pattern of inconsistency and error that has directly influenced match outcomes, league standings, and the credibility of the sport.
We therefore call for the following actions:
1. A full and transparent review of Stuart Attwell’s officiating record.
2. Greater accountability measures for referees, including clear consequences for repeated errors.
3. Increased transparency in VAR decision-making, including public release of match audio.
4. Improved training, evaluation, and performance monitoring systems for referees.
5. Consideration of temporary suspension or reassignment pending review outcomes.
Football fans, clubs, and players deserve a system that upholds fairness and integrity at the highest level. The continued occurrence of such errors undermines trust in the game and its governing bodies.
We urge PGMOL, the FA, and the Premier League to take immediate action to restore confidence in officiating standards.
