Investigation into Repeated Islamophobic Hate Speech in Finland

The Issue

To the Relevant Authorities and Institutions in Finland,

We respectfully submit this petition to request the review and investigation of repeated public statements that may constitute hate speech and religious harassment directed at Muslims in Finland.

A supporter of Reza Pahlavi maintains a public Instagram account where she publishes videos and posts primarily in Persian. This account has attracted a significant audience and contains numerous statements that insult Islam, Muslims, and sacred Islamic figures.

Over a long period—spanning several years and continuing in recent months—the account has repeatedly shared hostile content targeting the Qur'an and the family of the Prophet Muhammad. In one recent example, the account mocked the Prophet’s grandchildren, implying that because one lost his hand and another was killed, they could not help Muslims who pray to God. These statements were presented in a mocking and derogatory tone aimed at humiliating deeply respected figures within Islam.

Additionally, the account has circulated videos and images that show acts of disrespect toward the Qur'an. The content often includes language that portrays Muslims collectively in a hostile and degrading way. Such posts have been shared widely and have gathered a large following, amplifying their impact.

This activity has occurred while the individual resides in Finland. Despite the continuous nature of these statements and their wide public reach, there appears to have been no legal or administrative action taken to investigate whether this conduct violates Finnish or European laws addressing hate speech, religious harassment, or incitement against a group.

Under Finnish Criminal Code Chapter 11 Section 10, it is a criminal offense to publicly spread statements that threaten, defame, or insult a group of people based on religion, ethnicity, or other protected characteristics. Similarly, Finnish Criminal Code Chapter 11 Section 8 addresses the public defamation or desecration of what a religious community holds sacred.

At the European level, the EU Framework Decision 2008/913/JHA requires member states to criminalize public incitement to violence or hatred directed against groups defined by religion or ethnic origin.

It may be argued that some of the offensive statements were expressed in Persian. However, this cannot justify inaction for several reasons:

Some of the content has also been presented in Finnish during public demonstrations and recordings.
Digital evidence, translation, and linguistic expertise are routinely used by authorities in legal investigations.
The visual content itself—including videos showing disrespect toward the Qur'an—communicates hostility regardless of language.
The individual frequently describes herself as a political activist opposing the government of Iran. However, political criticism does not justify or require insults against an entire religion or its followers. Political expression and criticism of governments are protected forms of speech, but direct attacks on a religious group may fall outside those protections when they involve systematic humiliation or incitement.

For these reasons, we respectfully request that the competent authorities in Finland:

Review the public content of the account in question.
Determine whether the statements meet the legal threshold for agitation against a religious group or religious harassment.
Consider whether the continued distribution of such content violates Finnish or European regulations on hate speech.
Take appropriate action to ensure that laws designed to protect religious communities from systematic abuse are applied consistently.
Finland is widely recognized for its strong commitment to human rights, equality, and the rule of law. Addressing this matter carefully and fairly would demonstrate that these protections apply equally to all communities, including Muslims living in Finland.
