The Issue
The Problem
The Guidance Center (TGC) is a major mental health facility in Northern Arizona, overseen by NARBHA. Incidentally, NARBHA is a non-profit that controls most of the local financial spending for public mental health services, thereby creating a monopoly for many services within TGC.
While frontline staff are denied fair wages, top executives take massive corporate payouts. Public records from the fiscal year 2023/2024 show six executives consume nearly 20% of the entire employee salary budget, even while the facility plunges into a deficit.
Worse, vulnerable patients pay the price for this calculated institutional neglect. During my own time there, I personally experienced:
- Denial of necessary medical care while inpatient
- Unneeded and excessive physical restraints
- Clear ADA violations
- Severe HIPAA violations
- Staff actively editing my medical files
- Record-keeping explicitly designed to dehumanize me
- Illegal staff retaliation for speaking out
