Investigate Dr. Mehdi Noorbakhsh for Alleged IRGC Influence Operations on U.S. Soil
The Issue
We, concerned Iranian-Americans, U.S. citizens, and supporters of American national security, petition the following institutions to take immediate action regarding Dr. Mehdi Noorbakhsh:
- U.S. Department of State
- Federal Bureau of Investigation (FBI)
- Department of Homeland Security (DHS)
- Harrisburg University of Science and Technology
- Relevant Members of Congress (especially the Pennsylvania delegation)
Dr. Mehdi Noorbakhsh is a Professor of International Affairs and Business at Harrisburg University of Science and Technology in Harrisburg, Pennsylvania. He is also an official member of Nehzat-e Azadi-ye Iran (Freedom Movement of Iran). According to the party’s own constitution and official platforms, members commit to defending the foundations of the Islamic Revolution, upholding the 1979 Constitution of the Islamic Republic of Iran, and working to preserve the Islamic Republic system while preventing its overthrow by all means necessary.
During the recent U.S.-Iran conflict, multiple credible reports from the Iranian diaspora allege that Dr. Noorbakhsh has misused his academic position at Harrisburg University to:
- Collect and relay U.S.-related information and analysis to Iranian officials,
- Lobby on behalf of Iranian regime interests,
- Actively participate in and conduct regular daily brainstorming sessions ran by Islamic Republic affiliated agents from inside Iran (during the public Internet Shutdown) via Clubhouse aimed at spreading regime propaganda and helping the Islamic Revolutionary Guard Corps (IRGC) — a U.S.-designated Foreign Terrorist Organization — develop strategies to counter and defeat the United States,
- Publicly engage in antisemitic rhetoric and activities on his X (@MehdiNoorbaksh) account and in Clubhouse public rooms.
The IRGC has been heavily sanctioned by the United States for terrorism, human rights abuses, and influence operations targeting American academia. Recent U.S. government actions, including visa revocations and FBI alerts on IRGC threats to universities, show a clear policy of identifying and removing such threats from U.S. soil.
We therefore demand a full and immediate investigation into Dr. Noorbakhsh’s activities, including:
- The FBI and DHS should open a counterintelligence investigation to determine whether Dr. Noorbakhsh is acting as an unregistered foreign agent, providing material support to the IRGC, engaging in espionage, or violating the Foreign Agents Registration Act (FARA).
- Harrisburg University of Science and Technology to immediately suspend Dr. Noorbakhsh and initiate an internal investigation into Dr. Noorbakhsh’s conduct and his use of his university position, with full transparency and in coordination with federal authorities if national security concerns are involved.
- The Department of State and DHS should review his immigration status and take appropriate action if the allegations are substantiated.
- Congress (particularly the Pennsylvania delegation and the House and Senate Intelligence and Foreign Affairs Committees) should conduct oversight on Iranian regime influence networks operating inside U.S. universities.
Protecting U.S. national security must be a priority. American universities should not be used as platforms for activities that may assist a designated terrorist organization like the IRGC.
