The Issue

Chester residents have been feeding the community's stray cats for 15 years. On April 16, 2026, they watched a woman pour what he believes was bleach onto cat food left outside for the neighborhood's roughly 15 cats — and recorded it on video. A cat named Jumper, who has lived in the neighborhood for over a decade, approached the food but did not eat it. No animals were reported harmed.

The Pennsylvania SPCA executed a search warrant at the woman's home the following day and launched a formal investigation. Lab results are still pending to determine whether the substance was toxic.

"Of course it is illegal for someone to cause harm to those cats. So if this is indeed bleach poured onto cat food left outside for cats, it's a problem," said Pennsylvania SPCA spokesperson Gillian Kocher.

Community cats are not strays without value — they are neighbors, cared for by residents like Myron Richardson, who has dedicated 15 years to feeding and protecting them. Deliberately poisoning their food is not a minor dispute. It is an act of cruelty that deserves a full criminal response.
