The Issue

Across the province, communities are facing real and growing challenges—skyrocketing housing costs, rising transportation expenses, traffic congestion, and strained access to health care. These issues are making it harder for people to afford the basics, connect with opportunity, and lead healthy, secure lives.

We can overcome many of these challenges by building more livable cities—places where people can walk, cycle, or take reliable public transit to meet most of their daily needs. By reducing our dependence on personal vehicles, we improve affordability, health, and the environment, while creating more connected and resilient communities.


The government’s recent move to provide driver rebates through ICBC reflects a genuine intention to support families during a time of economic strain. But by prioritizing support that only benefits people who drive personal vehicles, this policy misses the bigger picture. The $410 million spent on ICBC rebates could have been invested in affordable, inclusive transportation solutions that serve everyone—not just drivers. This approach ultimately reinforces car dependence instead of addressing the root causes of affordability and mobility challenges.

HUB Cycling is advocating for reforms to ensure future surplus revenues are invested in projects that will have a lasting impact for all future generations, including :

  • Building safer and connected active transportation networks to encourage sustainable transportation and reduce greenhouse gas emissions.
  • Enhancing accessibility and affordability for all British Columbians,, and making it easier to move around our communities without relying on personal vehicles.
