The issue

We Call for a Safer and More Responsible Nightlife in WA

 

The undersigned petitioners call on the Western Australian Government to implement a Drinking Licence System for individuals wishing to frequent entertainment precincts where alcohol is consumed, such as Northbridge, Fremantle, and other nightlife hotspots. This system would require patrons to complete a basic course and test focused on responsible drinking and behaviour in public spaces.

 

The Problem

Entertainment precincts are critical hubs for WA’s social and economic activity, yet they are often plagued by alcohol-fueled antisocial behaviour, violence, and irresponsible drinking habits. These issues not only jeopardise public safety but also strain law enforcement and healthcare resources, creating long-term negative impacts on our communities.

 

While existing liquor laws and venue responsibilities help mitigate risks, there is no formalised way to ensure individuals are educated on safe drinking practices and the consequences of poor behaviour in public spaces.

 

The Solution: A Drinking Licence System

We propose a system requiring individuals to obtain a Drinking Licence before they are allowed to drink or enter licensed venues in WA entertainment precincts. This licence would be issued after completing a short online or in-person course and passing a test that covers:

 

 1. Responsible Drinking Practices

 • Understanding alcohol limits

 • How to recognize and avoid overconsumption

 2. Appropriate Public Behavior

 • Respect for others, including venue staff and patrons

 • How to avoid engaging in or escalating conflict

 3. Consequences of Alcohol-Related Misconduct

 • Legal and social penalties for antisocial behavior or violence

 • Harm caused to others and the community

Once issued, the licence could be linked to existing ID systems (e.g., Scantek or ID scanners used in licensed venues), ensuring seamless integration into current entry processes. Repeat offenders of antisocial or dangerous behaviour could have their licence suspended or revoked.

What We Request

We urge the Western Australian Government to:

 1. Conduct a feasibility study into implementing a Drinking Licence System.

 2. Develop and fund an educational program and testing platform for prospective licence holders.

 3. Work with local governments, law enforcement, and nightlife venues to integrate the system.

 4. Introduce the system as a pilot project in major entertainment precincts, such as Northbridge, Fremantle, or Subiaco.
