We are deeply concerned about the escalating behavior of Kitty Tran and its harmful impact on our community.

Over the past several months, this individual has consistently demonstrated erratic, threatening, and delusional behavior both in public and across social media platforms, causing alarm and fear among residents, workers, business owners, and public officials.

Her behavior includes, but is not limited to:

• Repeated public claims that her children are being sex trafficked by members of the community

• Accusations that local residents, businesses, and government workers are bioterrorists, witches, or practicing black magic against her

• Allegations that she is being poisoned by community members

• Harassment of employees and owners at local businesses, causing significant disruption

• Harassment of Social Security Administration staff, as well as repeated disturbances at police stations

• Public outbursts, paranoid rants, and dangerous misinformation on social media

• These statements and actions go far beyond personal grievances they are threatening, irrational, and destabilizing to the community.

 

We believe Kitty may be suffering from an untreated or worsening mental illness and is gravely disabled, meaning she is no longer able to safely care for herself or interact with others in a lawful, non-threatening way. Her behavior presents a potential danger to herself and others and may meet the legal threshold for a Lanterman-Petris-Short (LPS) Conservatorship.

This is not a call for punishment it is a plea for appropriate intervention, psychiatric evaluation, and, if necessary, protective conservatorship to ensure she receives the help she needs and the public is no longer endangered.

By signing this petition, you are not only protecting community safety you are helping Kitty access the mental health treatment she likely cannot seek on her own.

If placed under LPS conservatorship, she may receive:

• Stabilizing care in a safe environment
• Access to psychiatric evaluation and treatment
• Protection from self-harm or exploitation
• Support services to help her regain control of her life
