An International Call to Protect Human Lives and Cultural Heritage in Iran

We, the undersigned university professors, researchers, teachers, students, and concerned citizens express our distress over the ongoing attacks on Iran and their grave human and cultural consequences. We hereby convey our profound indignation and sorrow regarding the loss of civilian lives as well as the damage inflicted upon cultural and historical sites within the country.

It is to be regretted that reports corroborate waves of violent attacks targeting essential civilian infrastructure,  in particular schools and hospitals. According to available information, in one such attack on a school in southern Iran, 168 schoolgirls and 36 teachers lost their lives. Such actions constitute not only a clear violation of the fundamental principles of international humanitarian law, but also a serious affront to the shared moral and human values upon which the global community is founded.

At the same time, the damage inflicted upon Iran’s historical and cultural monuments - an integral part of the shared heritage of humanity - has raised profound concern among scholars and cultural communities worldwide. These sites embody centuries of history, civilization, and human creativity, and their destruction or endangerment represents a loss for global culture as a whole. With its millennia-old civilization, Iran is home to numerous cultural and historical sites recognized for their outstanding universal value and inscribed on the World Heritage List of UNESCO.

In this regard, we recall that under the principles and obligations enshrined in the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, the international community is required to safeguard cultural property against destruction, damage, or military use during armed conflicts. Likewise, under the provisions of the World Heritage Convention, the protection of cultural and natural heritage of outstanding universal value constitutes a shared responsibility of states and the international community. These legal and ethical obligations acquire particular urgency in times of crisis and armed conflict.

We therefore call upon UNESCO and the international community to:

Firmly condemn the attacks against civilians and against educational and medical infrastructure;
Reaffirm the full protection and immunity of schools, universities, and healthcare facilities in all situations of conflict;
Urge the United Nations Security Council and other relevant international bodies to ensure accountability and bring the perpetrators of such crimes to justice;
Strengthen international measures for the protection of Iran’s cultural and historical heritage within the framework of existing international conventions and mandates.
The world must unequivocally condemn such heinous acts and ensure that children and patients-regardless of any conflict-are guaranteed their fundamental rights to life, education, and healthcare.

We believe that the protection of civilian lives, the safeguarding of educational institutions, and the preservation of cultural heritage constitute fundamental principles of humanity and essential pillars of global civilization.

We invite academics, researchers, teachers, and citizens around the world to join us in signing this appeal.

Un appel international pour la protection des vies humaines et du patrimoine culturel en Iran

Nous, soussignés, universitaires, chercheurs, enseignants et citoyens préoccupés, exprimons notre profonde inquiétude face aux récents développements en Iran et à leurs graves conséquences humaines et culturelles. Par la présente, nous déclarons  notre vive indignation et notre profonde tristesse face à la perte de vies civiles ainsi qu’aux dommages infligés aux sites culturels et historiques de l’Iran.

Nous apprenons à notre grand regret des informations faisant état des vagues  d’attaques violentes  visant des infrastructures civiles essentielles, en particulier des écoles et des hôpitaux. Selon les informations disponibles, lors de l’une de ces attaques ayant ciblé une école dans le sud de l’Iran, 168 écolières et 36 professeurs ont perdu la vie. De tels actes constituent non seulement une violation manifeste des principes fondamentaux du droit international humanitaire, mais aussi une atteinte grave aux valeurs humaines et morales communes sur lesquelles repose la communauté internationale.

Dans le même temps, les dommages causés aux monuments historiques et culturels de l’Iran - qui font partie du patrimoine commun de l’humanité - ont suscité une profonde inquiétude au sein de la communauté scientifique et culturelle mondiale. Ces sites incarnent des siècles d’histoire, de civilisation et de créativité humaine, et leur destruction ou leur mise en péril représente une perte pour la culture mondiale. Forte d’une civilisation millénaire, l’Iran abrite de nombreux sites culturels et historiques reconnus pour leur valeur universelle exceptionnelle et inscrits sur la Liste du patrimoine mondiale de l’UNESCO.

À cet égard, nous rappelons que conformément aux principes et obligations énoncés dans la Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, la communauté internationale est tenue de protéger les biens culturels contre toute destruction, détérioration ou utilisation à des fins militaires en période de conflit armé. De même, en vertu des dispositions de la World Heritage Convention, la protection du patrimoine culturel et naturel présentant une valeur universelle exceptionnelle constitue une responsabilité partagée entre les États et la communauté internationale. Ces obligations juridiques et éthiques revêtent une importance particulière en période de crise et de conflit.

Nous appelons donc l’UNESCO et la communauté internationale à :

Condamner fermement les attaques visant les civils ainsi que les infrastructures éducatives et médicales;
Réaffirmer l’immunité et la protection complètes des écoles, universités et établissements de santé dans toute situation de conflit ;
Inviter le Conseil de sécurité des Nations Unies et les autres instances internationales compétentes à garantir la reddition de comptes et à traduire les responsables de ces crimes en justice ;
Renforcer les mesures internationales visant à protéger le patrimoine culturel et historique de l’Iran dans le cadre des conventions et mécanismes internationaux existants.
Le monde doit condamner sans ambiguïté de tels crimes et garantir que les enfants et les patients - indépendamment de tout conflit - bénéficient de leurs droits fondamentaux à la vie, à l’éducation et aux soins de santé.

Nous sommes convaincus que la protection des vies civiles, la sauvegarde des institutions éducatives et la préservation du patrimoine culturel constituent des principes fondamentaux de l’humanité et des piliers essentiels de la civilisation mondiale.

Nous invitons les universitaires, chercheurs, enseignants et citoyens du monde entier à se joindre à nous en signant cet appel.

فراخوانی بین‌المللی برای حفاظت از جان انسان‌ها و میراث فرهنگی در ایران

ما امضا کنندگان این بیانیه جمعی از دانشگاهیان، پژوهشگران، دانشجویان و شهروندان دغدغه ‌مند با نگرانی عمیق نسبت به تحولات اخیر و پیامدهای انسانی و فرهنگی آن در ایران، مراتب اعتراض و تأسف عمیق خود را نسبت به کشته شدن شهروندان غیرنظامی و همچنین تخریب و آسیب وارد شده به بناها و میراث فرهنگی و تاریخی این کشور اعلام می‌کنیم.

با نهایت تأسف، موجی از حملات خشونت‌آمیز علیه مراکز غیرنظامی حیاتی، به ‌ویژه مدارس و بیمارستان‌ها، گزارش شده است. بر اساس اطلاعات موجود، در یکی از این حملات که یک مدرسه در جنوب ایران را هدف قرار داده است، 168 دانش‌آموز و 36 آموزگار جان خود را از دست داده ‌اند. چنین اقداماتی نه تنها نقض آشکار اصول بنیادین حقوق بین‌الملل بشردوستانه است، بلکه تعرضی جدی به ارزش‌های انسانی و اخلاقی مشترک جامعه جهانی محسوب می‌شود.

همزمان، آسیب وارد شدن به بناها و آثار فرهنگی و تاریخی ایران که بخشی از میراث مشترک بشریت به شمار می‌آیند، نگرانی عمیق جامعه علمی و فرهنگی جهان را برانگیخته است. این آثار حاصل قرن‌ها تاریخ، تمدن و خلاقیت انسانی‌اند و تخریب یا تهدید آن‌ها ضایعه ‌ای برای فرهنگ جهانی به شمار می‌آید. ایران با پیشینه ‌ای چند هزار ساله در تاریخ تمدن بشری، میزبان شماری از آثار فرهنگی و تاریخی است که در فهرست میراث جهانی یونسکو به ثبت رسیده‌اند و از ارزش برجسته جهانی برخوردارند.

در این زمینه یادآور می‌شویم که بر اساس اصول و تعهدات مندرج در کنوانسیون لاهه ۱۹۵۴ برای حفاظت از اموال فرهنگی در زمان مخاصمات مسلحانه (Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict)، جامعه بین‌المللی موظف است از میراث فرهنگی ملت‌ها در برابر تخریب، آسیب یا استفاده نظامی محافظت کند. همچنین بر اساس مفاد کنوانسیون ۱۹۷۲ یونسکو درباره حفاظت از میراث فرهنگی و طبیعی جهان (World Heritage Convention)، حفاظت از میراث فرهنگی و طبیعی دارای ارزش برجسته جهانی مسئولیتی مشترک برای دولت‌ها و جامعه بین‌المللی به شمار می‌آید. این تعهدات حقوقی و اخلاقی، به ‌ویژه در شرایط بحران و درگیری، اهمیتی دوچندان می‌یابد.

ما از یونسکو و جامعه بین‌المللی درخواست می‌کنیم:

این اقدامات علیه غیرنظامیان و زیرساخت‌های آموزشی و درمانی را به‌ طور قاطع محکوم کنند؛
بر مصونیت کامل مدارس، دانشگاه‌ها و مراکز درمانی در هرگونه درگیری تأکید نمایند؛
از شورای امنیت سازمان ملل متحد و دیگر نهادهای بین‌المللی بخواهند تا برای پاسخگو کردن عاملان این جنایات و سپردن آنان به دست عدالت اقدام کنند؛
اقدامات لازم برای حفاظت از میراث فرهنگی و تاریخی ایران را در چارچوب مأموریت‌های بین‌المللی خود تقویت کنند.
جهان باید این جنایت را به ‌روشنی محکوم کند و تضمین نماید که کودکان و بیماران، صرف‌ نظر از هرگونه مناقشه‌ ای، از حق اساسی خود برای زندگی، آموزش و درمان برخوردار باشند.

ما باور داریم که حفاظت از جان غیرنظامیان، پاسداری از مراکز آموزشی و صیانت از میراث فرهنگی، از بنیادی‌ ترین اصول انسانی و از ارکان تمدن جهانی است.

از همه دانشگاهیان، پژوهشگران و شهروندان جهان دعوت می‌کنیم این درخواست را امضا کنند.
