Final Statement of the “Freedom for Palestine” Conference

The International Coalition to Defend the Rights of the Palestinian People and Protect the Right of Return

At a pivotal moment in the history of the Palestinian struggle for self-determination, the “Freedom for Palestine” conference was held in Paris under the auspices of the Palestine Liberation Organization (the sole legitimate representative of the Palestinian people) and the French Communist Party, with active participation from the French Left, international progressive forces, global civil society, labor unions, academics, legal experts, parliamentarians, and political parties from Europe, the Arab world, and beyond.

The conference aimed to establish the “International Coalition to Defend the Rights of the Palestinian People and Protect the Right of Return,” a Palestinian, Arab, and international alliance rooted in the historic struggle of peoples for progress.

Our demand is the implementation of international law, the right of peoples to self-determination, the establishment of a just and lasting peace for all peoples, and the application of the principles of the United Nations Charter, while condemning any colonial or oppressive projects against peoples.

The government of Benjamin Netanyahu in Israel, with its racist policies, war crimes, and crimes against humanity, along with the international support it receives, poses an existential threat to the Palestinian people and to peace in the region. Its criminal and racist project must be halted immediately through effective international pressure and sanctions by the international community, the European Union, and governments worldwide.

Accordingly:

1. We call on all conscientious individuals to act to stop the genocidal project being carried out by the Israeli government in Gaza, demanding an immediate and permanent ceasefire, lifting of the deadly blockade to facilitate humanitarian and medical aid, an end to war crimes and crimes against humanity, and accountability for perpetrators before international justice.

2. We affirm that the Palestinian cause is one of national and human liberation and can only be resolved through justice and law, ending colonialism, occupation, and apartheid in the occupied territories, and stopping systematic discrimination against the Palestinian people. National rights can only be achieved through a political solution grounded in international law, as Palestinian national liberation is part of the broader struggle of Arab peoples and peoples worldwide against colonialism, racism, and anti-Semitism.

3. We call on France and the European Union to immediately recognize the State of Palestine to enable a two-state solution.

4. We commit to respecting and implementing international law, reaffirming the inalienable rights of the Palestinian people, foremost among them the right to self-determination, the right of return of refugees according to UN Resolution 194, ending occupation and colonialism, and establishing a democratic, sovereign state with Jerusalem as its capital, in accordance with international law and relevant UN resolutions (181, 242, 338, 1397, 2334, and others).

5. We demand the respect and implementation of the right of return as an individual and collective, inalienable right, to redress decades of injustice and dispossession suffered by the Palestinian people.

6. We call for sanctions against Israel as long as it violates international law, including suspending the EU-Israel Association Agreement, enforcing the rulings of the International Court of Justice and the International Criminal Court, and the release of Israeli hostages and Palestinian political prisoners.

7. We advocate for the formation of an international coalition to demand recognition of the rights of the Palestinian people, the implementation of international law, recognition of the State of Palestine, and the establishment of a just and lasting peace in the Middle East, expanding the coalition to include unions, civil society, academic and legal organizations, media, and elected representatives worldwide to serve as an effective political influence.

8. We commend the pioneering role of the Kingdom of Saudi Arabia and the French Republic in convening the International Conference to Protect the Two-State Solution on June 19 in New York under UN auspices, and strongly support this initiative as a path toward justice and peace through reaffirmation of international law and Palestinian rights. We also salute the courageous stance of Egypt and Jordan in rejecting the unilateral “Trump Peace Plan,” which sought to bury Palestinian national rights and legalize the annexation of occupied lands.

9. We believe that the convergence of the “Freedom for Palestine” conference with the “Protecting the Two-State Solution” conference represents a historic opportunity to establish a new balance in international relations, end occupation and blockade, restore justice, and open real prospects for collective security and shared progress for the Palestinian people and the peoples of the Middle East.

10. Finally, we pay tribute to the Palestinian people for their courage and steadfastness in Jerusalem, Gaza, the West Bank, the 1948 territories, and in the diaspora and refugee camps. We also honor men and women fighting tirelessly for freedom, democracy, and law worldwide, including within Israel, as well as the humanitarian workers, UN staff, and journalists killed due to the deliberate policies of the Israeli government. We call for broad mobilization to support a just peace, strengthening popular advocacy and global support to achieve it. Unity among Palestinians and building international alliances are key to freedom.

« Liberté pour la Palestine » : la déclaration finale de la Conférence organisée par le PCF et l’OLP

À un moment décisif de l’histoire du combat du peuple palestinien pour son autodétermination, la Conférence « Liberté pour la Palestine » s’est tenue à Paris, sous l’égide de l’Organisation de libération de la Palestine (OLP), représentante unique et légitime du peuple palestinien, et du Parti communiste français (PCF), avec la participation active de la gauche française, des forces progressistes internationales, des sociétés civiles du Monde, d’organisations syndicales, d’universitaires, de juristes, de parlementaires et de partis politiques européens, arabes et internationaux.

Cette conférence s’est réunie avec pour objectif la constitution d’une « Coalition internationale pour la défense des droits du peuple palestinien et la protection du droit au retour », d’une alliance palestinienne, arabe et internationale, enracinée dans l’histoire du combat des peuples pour le progrès.

Notre exigence est l’application du droit international, du droit des peuples à disposer d’eux-mêmes, d’une paix juste et durable pour tous les peuples et l’application des principes de la Charte des Nations Unies. Nous dénonçons toute entreprise de colonisation et d’asservissement des peuples.

Le gouvernement israélien de Benyamin Netanyahou, sa politique suprémaciste, les crimes de guerre et les crimes contre l’humanité qu’il commet, les soutiens internationaux dont il bénéficie sont un danger existentiel pour le peuple palestinien et la paix dans la région. Son entreprise criminelle et raciste doit être arrêtée immédiatement par une pression et des sanctions effectives de la part de la communauté internationale, de l’Union européenne et des gouvernements.

En conséquence :

1. Nous exhortons toutes les consciences humaines à se dresser pour mettre fin à l’entreprise génocidaire engagée par le gouvernement israélien à Gaza. Un cessez-le-feu doit y intervenir immédiatement et définitivement, le blocus meurtrier organisé contre le territoire doit être levé pour faciliter l’aide humanitaire et l’assistance sanitaire aux populations, les crimes de guerre et crimes contre l’humanité qui y sont commis doivent sans délai cesser, leurs auteurs doivent répondre de leurs actes devant la justice internationale.

2. Nous affirmons que la question palestinienne représente un enjeu de libération nationale et d’émancipation humaine. Elle ne peut être résolue que par la justice et le droit, par la fin de la colonisation, de l’occupation et de l’apartheid dans les territoires occupés, par l’arrêt des discriminations systématiques dont souffre le peuple palestinien. Seule une solution politique reposant sur l’application du droit international permettra la réalisation des droits nationaux du peuple palestinien. La libération nationale du peuple palestinien s’inscrit dans

le long combat des peuples arabes et des peuples du Monde pour l’indépendance et contre le colonialisme, le racisme et l’antisémitisme.

3. Nous exigeons la reconnaissance immédiate, par la France et par l’Union européenne, de l’État de Palestine, afin de permettre que la solution à deux États se concrétise enfin.

4. Nous entendons agir afin que le droit international soit respecté et appliqué. Nous réaffirmons ainsi les droits inaliénables du peuple palestinien, au premier rang desquels le droit à l’autodétermination, au retour des réfugiés conformément à la résolution 194 des Nations Unies, à la fin de l’occupation et de la colonisation et à l’établissement d’un État indépendant démocratique et laïc avec Jérusalem pour capitale, conformément au droit international, notamment aux résolutions 181 (sur le partage), 242, 338, 1397, 2334, et autres.

5. Nous demandons le respect et l’application du droit au retour, droit individuel et collectif, inaliénable, qui réponde à l’attente du peuple palestinien à la réparation des décennies d’injustices et de spoliations subies par lui.

6. Nous exigeons que des sanctions soient appliquées à l’État d’Israël tant qu’il ne respecte pas le droit international. La suspension de l’accord d’association entre l’Union européenne et l’État d’Israël et l’application des ordonnances de la Cour internationale de justice et de la Cour pénale internationale y participent. Les otages israéliens et les prisonniers politiques palestiniens doivent être libérés.

7. Nous appelons à la constitution d’une alliance internationale autour des exigences de reconnaissance et d’application des droits nationaux du peuple palestinien, d’application du droit international, de reconnaissance de l’État de Palestine et de paix juste et durable au Proche-Orient. En élargissant la coalition aux forces syndicales, organisations de la société civile, structures académiques, juridiques ou médiatiques, élus à travers le Monde, nous voulons en faire un outil efficace d’influence politique.

8. Nous saluons le rôle de premier plan joué par le Royaume d’Arabie saoudite et la République française pour la réunion, le 19 juin prochain à New York et sous l’égide des Nations Unies, de la conférence internationale pour la protection de la solution à deux États. Nous soutenons résolument cette importante initiative qui peut ouvrir un chemin de justice et de paix grâce à la réaffirmation des principes du droit international et à la reconnaissance des droits du peuple palestinien. Nous saluons également le rôle courageux de l’Égypte et de la Jordanie, qui ont rejeté le « plan de paix » unilatéral de l’administration Trump, une manœuvre visant à enterrer les droits nationaux du peuple palestinien et à légitimer l’annexion des territoires occupés.

9. Nous considérons que la convergence entre la conférence « Liberté pour la Palestine » et celle pour la « Protection de la solution à deux États » représente une occasion historique de construire aujourd’hui un nouvel équilibre dans les relations internationales, de mettre fin à l’occupation et au blocus, de rétablir la justice et d’ouvrir une perspective réelle de sécurité collective et de progrès partagé au peuple palestinien et à tous les peuples du Proche et du Moyen-Orient.

10. Nous adressons enfin un salut respectueux au peuple palestinien pour le courage et la dignité dont il fait preuve à Jérusalem, à Gaza, en Cisjordanie, dans les territoires de 1948,

dans la diaspora et les camps de réfugiés. Nous saluons également les hommes et les femmes qui agissent avec détermination en faveur de la liberté, de la démocratie et du droit dans le monde, y compris en Israël. Nous rendons hommage aux membres des organisations humanitaires, personnels de l’ONU, journalistes tués par la volonté délibérée du gouvernement israélien. Nous appelons aux plus larges rassemblements des défenseurs d’une paix dans la justice et les appelons à renforcer partout la mobilisation des citoyens et des opinions en faveur de la paix dans la justice. Nous affirmons, en ce sens, que l’unité du peuple palestinien et la construction d’alliances internationales sont les clés de la conquête de la liberté.

 

"الحرية لفلسطين": البيان الختامي للمؤتمر الذي نظمه الحزب الشيوعي الفرنسي ومنظمة التحرير الفلسطينية

في لحظة حاسمة من تاريخ نضال الشعب الفلسطيني من أجل تقرير المصير، انعقد مؤتمر "الحرية لفلسطين" في باريس، تحت رعاية منظمة التحرير الفلسطينية، الممثل الشرعي والوحيد للشعب الفلسطيني، والحزب الشيوعي الفرنسي، وبمشاركة فاعلة من اليسار الفرنسي، والقوى التقدمية الدولية، والمجتمعات المدنية حول العالم، والمنظمات النقابية، والأكاديميين، والمحامين، والبرلمانيين، والأحزاب السياسية الأوروبية والعربية والدولية.

عقد هذا المؤتمر بهدف تأسيس "تحالف دولي للدفاع عن حقوق الشعب الفلسطيني وحماية حق العودة"، وهو تحالف فلسطيني وعربي ودولي متجذر في تاريخ نضال الشعب من أجل التقدم.

مطلبنا هو تطبيق القانون الدولي، وحق الشعوب في تقرير مصيرها، وسلام عادل ودائم لجميع الشعوب، وتطبيق مبادئ ميثاق الأمم المتحدة. ونستنكر أي محاولة للاستعمار واستعباد الشعوب.

تُشكّل حكومة بنيامين نتنياهو الإسرائيلية، وسياساتها العنصرية، وجرائم الحرب والجرائم ضد الإنسانية التي ترتكبها، والدعم الدولي الذي تحظى به، خطرًا وجوديًا على الشعب الفلسطيني والسلام في المنطقة. يجب وقف مشروعها الإجرامي والعنصري فورًا من خلال الضغط الفعال والعقوبات من المجتمع الدولي والاتحاد الأوروبي والحكومات.

نتيجة ل:

١. نحثّ جميع الضمائر الإنسانية على النهوض لوضع حدّ للمشروع الإبادة الجماعية الذي ترتكبه الحكومة الإسرائيلية في غزة. يجب تطبيق وقف إطلاق النار فورًا وبشكل نهائي، ورفع الحصار الجائر المفروض على القطاع لتسهيل وصول المساعدات الإنسانية والصحية للسكان، ويجب أن تتوقف جرائم الحرب والجرائم ضد الإنسانية المرتكبة هناك دون تأخير، ويجب محاسبة مرتكبيها على أفعالهم أمام العدالة الدولية.

٢. نؤكد أن القضية الفلسطينية قضية تحرر وطني وإنساني، ولا سبيل لحلها إلا بالعدالة والقانون، وإنهاء الاستعمار والاحتلال والفصل العنصري في الأراضي المحتلة، ووقف التمييز الممنهج الذي يعاني منه الشعب الفلسطيني. ولا سبيل لتحقيق الحقوق الوطنية للشعب الفلسطيني إلا بالحل السياسي القائم على تطبيق القانون الدولي. إن التحرر الوطني للشعب الفلسطيني جزء لا يتجزأ من...

النضال الطويل للشعوب العربية وشعوب العالم من أجل الاستقلال وضد الاستعمار والعنصرية ومعاداة السامية.

3. نطالب فرنسا والاتحاد الأوروبي بالاعتراف الفوري بدولة فلسطين، حتى يتسنى لنا أن نسمح لحل الدولتين بأن يصبح حقيقة واقعة في نهاية المطاف.

٤. نعتزم العمل لضمان احترام القانون الدولي وتطبيقه. ولذلك، نؤكد مجدداً على حقوق الشعب الفلسطيني غير القابلة للتصرف، وفي مقدمتها حقه في تقرير المصير، وعودة اللاجئين وفقاً لقرار الأمم المتحدة رقم ١٩٤، وإنهاء الاحتلال والاستعمار، وإقامة دولة مستقلة ديمقراطية علمانية عاصمتها القدس، وفقاً للقانون الدولي، بما في ذلك قرارات التقسيم ١٨١، و٢٤٢، و٣٣٨، و١٣٩٧، و٢٣٣٤، وغيرها.

5. نطالب باحترام حق العودة وتنفيذه، وهو حق فردي وجماعي غير قابل للتصرف ويلبي تطلعات الشعب الفلسطيني في التعويض عن عقود من الظلم والحرمان التي عانى منها.

٦. نطالب بفرض عقوبات على دولة إسرائيل ما دامت لا تمتثل للقانون الدولي. ويشمل ذلك تعليق اتفاقية الشراكة بين الاتحاد الأوروبي ودولة إسرائيل، وتنفيذ قرارات محكمة العدل الدولية والمحكمة الجنائية الدولية. ويجب إطلاق سراح الرهائن الإسرائيليين والسجناء السياسيين الفلسطينيين.

٧. ندعو إلى تشكيل تحالف دولي حول مطالب الاعتراف بالحقوق الوطنية للشعب الفلسطيني وتطبيقها، وتطبيق القانون الدولي، والاعتراف بدولة فلسطين، وتحقيق سلام عادل ودائم في الشرق الأوسط. ومن خلال توسيع نطاق التحالف ليشمل القوى النقابية، ومنظمات المجتمع المدني، والمؤسسات الأكاديمية والقانونية والإعلامية، والمسؤولين المنتخبين من جميع أنحاء العالم، نسعى إلى جعله أداة فعّالة للتأثير السياسي.

٨. نرحب بالدور القيادي للمملكة العربية السعودية والجمهورية الفرنسية في عقد المؤتمر الدولي لحماية حل الدولتين في ١٩ يونيو/حزيران في نيويورك برعاية الأمم المتحدة. وندعم بقوة هذه المبادرة المهمة، التي من شأنها تمهيد الطريق لتحقيق العدالة والسلام من خلال إعادة تأكيد مبادئ القانون الدولي والاعتراف بحقوق الشعب الفلسطيني. كما نرحب بالدور الشجاع لمصر والأردن، اللتين رفضتا "خطة السلام" الأحادية الجانب التي طرحتها إدارة ترامب، وهي مناورة تهدف إلى دفن الحقوق الوطنية للشعب الفلسطيني وإضفاء الشرعية على ضم الأراضي المحتلة.

9. ونعتبر أن التقارب بين مؤتمر "الحرية لفلسطين" ومؤتمر "حماية حل الدولتين" يمثل فرصة تاريخية لبناء توازن جديد في العلاقات الدولية اليوم، وإنهاء الاحتلال والحصار، واستعادة العدالة، وفتح آفاق حقيقية للأمن الجماعي والتقدم المشترك للشعب الفلسطيني وجميع شعوب الشرقين الأدنى والأوسط.

10. وأخيراً، نتقدم بالتحية المحترمة للشعب الفلسطيني على الشجاعة والكرامة التي أظهرها في القدس وغزة والضفة الغربية وأراضي 1948،

في الشتات ومخيمات اللاجئين. كما نُحيّي الرجال والنساء الذين يعملون بعزمٍ من أجل الحرية والديمقراطية والقانون في العالم، بما في ذلك في إسرائيل. نُحيّي أعضاء المنظمات الإنسانية، وموظفي الأمم المتحدة، والصحفيين الذين قُتلوا بإرادة الحكومة الإسرائيلية المُتعمّدة. ندعو إلى أوسع تجمعٍ للمدافعين عن السلام والعدالة، وندعوهم إلى تعزيز تعبئة المواطنين والآراء في كل مكان من أجل السلام والعدالة. ونؤكد، في هذا السياق، أن وحدة الشعب الفلسطيني وبناء التحالفات الدولية هما مفتاح نيل الحرية.
