Subject: Request for Traffic Control System at US 15/501 and Savannah Garden Drive Intersection
Residents of Southbury, Savanah Gardens, and Carriage Place formally request that the North Carolina Department of Transportation (NCDOT) conduct an engineering study to evaluate the need for a traffic control system, such as a traffic signal, at the intersection of US 15/501 and Savannah Garden Drive in Carthage, NC.
This request is driven by significant safety concerns stemming from the rapid growth of Carthage, increased traffic density, the development of new homes in the Southbury subdivision, and a history of accidents at this intersection.
The Southbury subdivision has over 120 new homes, and Carriage Place townhomes have over 130 units in addition to the existing Savanah Gardens subdivision. Additionally, in the future, we are looking at an already approved Savannah Gardens phase II addition.
Carthage has experienced notable population and economic growth in recent years, transforming it into a bustling hub within Moore County. US 15/501, a major corridor connecting Carthage to Pinehurst, Southern Pines, and beyond, has seen a corresponding increase in traffic density, particularly at the intersection with Savannah Garden Drive.
This intersection serves as a critical access point for residents, including those in the newly developed Southbury subdivision and Carriage Place Townhomes, which have added numerous homes and increased local traffic. The influx of new residents and vehicles has heightened the demand for safer traffic management at this location.
Furthermore, the intersection has a concerning history of accidents, which underscores the need for immediate action. The combination of high traffic volumes, limited visibility, and the absence of adequate traffic controls has created hazardous conditions for both motorists and pedestrians. Residents frequently report near-misses and delays when attempting to enter or cross US 15/501 from Savannah Garden Drive, posing risks to the safety of our community.
In accordance with the Manual on Uniform Traffic Control Devices (MUTCD) criteria, I respectfully request that NCDOT conduct a thorough engineering study to assess the feasibility of installing a traffic signal or other appropriate traffic control measures at this intersection. Such a study should evaluate traffic volumes, crash history over the past three years, sight distance, and pedestrian activity to determine the most effective solution to enhance safety.
The installation of a traffic control system would significantly improve safety and accessibility for Carthage residents, particularly those in the Southbury subdivision, and support the town’s continued growth. I am confident that NCDOT shares our commitment to ensuring safe roadways and would appreciate your prompt attention to this matter.
