Mr. Sallade,

Thank you for taking the time to contact us with your concerns and suggestions for this intersection. We share your concern about the safety of our citizens.

To consider signalization, a traffic signal warrant analysis must be conducted by a licensed engineer who evaluates the intersection for signal warrants. Traffic signal warrants are criteria established by the Federal Highway Administration in the Manual on Uniform Traffic Control Devices (MUTCD), the national standard for traffic control which details the conditions that could allow for the installation of a traffic signal. The study analyzes the vehicular volumes, crash history, and roadway factors to determine if a traffic signal is warranted. I suspect that it may be warranted, but the traffic study must be conducted to confirm and document.

It is important to note that the satisfaction of a traffic signal warrant does not in itself require the installation of a traffic control signal. There are other considerations, such as funding challenges, and the traffic study could reveal an alternative that should be considered.

The contributing area that impacts traffic on Babcock Street, from Malabar Road to the St Johns Heritage Parkway, is primarily incorporated into the City of Palm Bay. There are also land areas that are incorporated into the Town of Grant Valkaria. Brevard County does not receive transportation impact fees from these areas which impact traffic on Babcock Street, and so we do not have a funding source for the requested improvements at this location. Typically, in this case, the city will conduct the study to determine whether signalization is warranted, and if so, they may also choose to proceed with the design, permitting, and construction of the traffic signal and related intersection improvements.

Seems like the City of Palm Bay and Brevard County do not want to pay for a Traffic Safety Inspection.
