Install a Crosswalk on NC-54 near Westbrook in Carrboro, NC

The Issue

Crossing Highway 54 in Carrboro isn’t just inconvenient—it’s dangerous and completely inaccessible.

This 5-lane, 55 MPH road lacks a crosswalk, signal, or safe median, forcing pedestrians to risk their lives just to catch the bus. During peak commuting times, a break in traffic can take 10-15 minutes to occur.

There is no designated place to stop safely in the median—just a narrow 3-foot concrete strip. For people using wheelchairs, walkers, or strollers, this crossing is completely ADA-inaccessible and functionally impossible.

Many commuters live nearby in housing like Carolina Apartments, Royal Park, Collins Crossing, University Lake, River View, and Canterbury Townhomes. With limited parking in the Triangle, we rely on public transit—but there’s no safe or accessible way to reach it here. These stops service the CM, J, and JFX routes.

Rush hour traffic is relentless. No one should have to play Frogger to get to work or school.

We need a clearly marked, signalized, ADA-compliant crosswalk on Highway 54 to protect our community.

We, the undersigned residents and commuters of Carrboro, urge the North Carolina Department of Transportation (NCDOT) and the Town of Carrboro to install a safe, signalized pedestrian crosswalk on NC-54 near Westbrook, where multiple bus stops serve the community on both sides of a 5-lane highway.

This intersection has:

  • A posted speed limit of 55 MPH
  • No marked crosswalk
  • No safe refuge on the median


Many people—including UNC employees, students, and local residents—rely on this crossing to access public transit. Because of limited parking on campus and in Chapel Hill and surrounding areas, taking the bus is a necessity for many. Crossing can take 10 minutes of waiting for a break in traffic to occur during peak rush hour, causing commuters to miss their bus.

This is not just an inconvenience—it’s a safety hazard.

We are asking for:

  • A designated pedestrian crosswalk
  • A pedestrian-activated crossing signal
  • Appropriate signage and lighting
