Increase the Safety on the Sea to Sky Highway
The Issue
Thousands of people a day travel the Sea to Sky Highway from Pemberton to North Vancouver. The communities of Squamish and Whistler are located in the middle of that stretch and they house the majority of the workers and employment in the corridor. However we have seen both increasing amounts of Motor Vehicle Incidents and investigative delays in the last few years. As One of only 2 Canadian corridors to drive out of Vancouver's Lower Mainland, the traffic funnelled north through the corridor sees both locals, and visitors alike.
People are commuting regularly along this stretch of road, they are visiting friends and family, they are tourists renting vehicles, sitting on buses, supporting our local economies every time they visit. HOWEVER, we have all of that coming to standstill every time there is an incident on the highway requiring investigation. The latest of which was overnight 2-3 May 2023 for 6.5 Hours. Just the most recent of nearly half a dozen serious incidents in as many days.
The scope of this petition is 2 fold:
- Increase the enforcement of the speed limits along the highway through various means
- Average Speed Cameras - These are used in multiple areas around the world and have shown to be the most effective means to deter excessive speed. In brief, rather than a static location for a speed camera that people slow down for, multiple cameras are set up from North Vancouver to Whistler. They track the vehicle and note the time they pass each marker. With the distance known, and the expected time with the standard speed limit, tickets are only issues if there is a statistically significant difference in their actual arrival time with the expected arrival time.

- Increased Police Presence with an easier to report speeding phone line / communications portal. It is extremely unwieldy to report speeders now due to the phone tree that is set up. This needs to be updated to simplify the process for those driving that need to report.
- Average Speed Cameras - These are used in multiple areas around the world and have shown to be the most effective means to deter excessive speed. In brief, rather than a static location for a speed camera that people slow down for, multiple cameras are set up from North Vancouver to Whistler. They track the vehicle and note the time they pass each marker. With the distance known, and the expected time with the standard speed limit, tickets are only issues if there is a statistically significant difference in their actual arrival time with the expected arrival time.
- Increase the signage and decrease the communication time informing the public of issues. If people are made aware sooner, and are given the option to turn around at well signed locations, volume could be reduced.
- The current DriveBC system and variable road signs is woefully slow in responding and updating issues on the highway. Also, the on highway signage is (physically) too far apart. There should be variable signage at all the potential turn around locations (2x porteau cove, eagle bluffs, West Vancouver/Horseshoe Bay, Tantallus Lookout, Salt Shed) to give people the information needed while driving to turn around before they even arrive on scene. The current system is too few and far between. Also, as using an electronic device while driving is unsafe and illegal, it is not feasible for people to be using it while driving. As many people commute alone, and do not listen to local radio the only way to communicate to them is updatable roadside signage.
Thousands of people are effected every time the highway is close for hours. Vendors lose business, tourists get disenfranchised, locals get angry and more often than not, families start grieving. This highway works very well when you respect the road and the speed limits that are posted. The tools to do so are currently woefully inadequate and need to be updated.
This petition will be shared and sent to the Ministry of Transportation, our local MP's, RCMP, Districts and Local Governments within the corridor, the media and any other groups deemed relevant and necessary.
