Increase Penalties for Animal Cruelty in California (PC 597 Return)

The Issue

I have been seeing more cases of cats and dogs being poisoned or abused in California, especially community animals that depend on local neighborhoods. It is painful to watch, and it’s frustrating to know that the punishment for aggravated animal cruelty is usually one to three years in prison. Many offenders receive reduced charges or very little jail time.

This is not enough.

Animals deserve our protection, and people who intentionally harm them need real consequences, not minimal ones.

I am asking the California State Legislature to consider new legislation that will:  
• Increase sentences for aggravated animal cruelty
• Treat intentional poisoning as a serious felony  
• Set stronger mandatory minimum sentences  
• Require psychological evaluation and treatment for offenders  
• Close plea deal gaps that weaken serious case 

People who harm animals often continue on to harm people. Protecting animals is also protecting our communities.
