We petition to humbly request the inclusion of a representative from the Overseas Filipino Workers (OFWs) community in the senatorial lineup of major political parties. This request is founded upon the crucial role that OFWs play in our nation's development and their undeniable contribution to the country's economy, as well as the need for their voices to be amplified and adequately represented in the legislative process.

1. OFWs as the "Bagong Bayani" (New Heroes)  

Our OFWs have long been recognized as the “Bagong Bayani” (New Heroes) of the Philippines. They have made countless sacrifices, leaving behind their families and loved ones, in pursuit of better economic opportunities abroad. Their hard work, perseverance, and dedication to providing for their families and contributing to the nation’s economic growth is unparalleled. These sacrifices deserve recognition not just in rhetoric but through actual representation in our legislative processes.

2. OFW Remittances of $40 Billion Annually  

OFW remittances have consistently reached a staggering $40 billion annually, making them one of the largest sources of foreign exchange for our country. This massive contribution is a testament to the hard work and resilience of our OFWs. Such an amount is a lifeline for our national economy, fueling household consumption, supporting local businesses, and even enhancing our credit ratings. A sector that contributes this significantly deserves to have a dedicated voice in the Senate, where their specific needs and concerns can be properly addressed.

3. OFWs as Saviors of the Philippine Economy 

During times of economic downturn, such as the 1997 Asian financial crisis and the recent COVID-19 pandemic, OFWs have been recognized as the saviors of our economy. Their unwavering commitment to remit funds despite global uncertainties has helped stabilize our financial systems and cushion the country from economic shocks. With such vital contributions, it is only fitting that they are given direct representation in our legislative institutions to ensure that policies and programs are crafted with their best interests in mind.

4. Need for Better Welfare and Protection Programs for OFWs

Despite their significant contributions, OFWs continue to face numerous challenges abroad, including discrimination, unfair labor practices, abuse, and a lack of adequate welfare and protection programs. They require a strong advocate who understands their plight, who will push for the enhancement and enforcement of laws and policies that protect their rights, ensure their welfare, and provide assistance in times of distress. Having an OFW representative in the Senate will help bridge the gap between their needs and the government’s response.

5. More Than 12 Million Filipinos Abroad  

The Filipino diaspora has grown to more than 12 million strong, scattered across various countries around the globe. They form a significant constituency whose voices and concerns must be included in the national dialogue. Despite their physical distance from the homeland, their love and concern for the Philippines remain steadfast. Including an OFW representative in the PFP senatorial lineup would symbolize our acknowledgment of their sacrifices and contributions, and more importantly, it would provide them with a platform to voice their concerns directly to the government.

6. Develop, Maintain, and Enhance Filial Ties of Filipinos Abroad to the Motherland

Our overseas Filipinos continue to hold a deep emotional connection to the Philippines. However, maintaining these ties becomes increasingly challenging without government efforts to reach out and engage them. An OFW representative in the Senate would be instrumental in crafting policies that encourage the development, enhancement, and maintenance of these vital familial ties. Programs such as cultural exchange, financial literacy, and support for diaspora engagement could be strengthened with a dedicated advocate in the legislative branch.

7. Representation for Expatriates in Other Countries  

Countries like India, Italy, and Lebanon have recognized the importance of their expatriate communities by allocating specific representation for them in their legislative bodies. The Philippines, with its substantial overseas population, should also follow this example. An OFW representative in the Senate would not only reflect our commitment to democratic principles but also highlight our recognition of the global Filipino community's contributions and concerns.

8. OFWs as One of the Largest Sectors in Society 

With over 12 million OFWs worldwide and countless families and dependents back home, OFWs constitute one of the largest sectors in our society. Their issues and concerns, such as protection against abuse, fair wages, and better working conditions, affect a substantial portion of our population. An OFW representative would be pivotal in ensuring that these issues are discussed and addressed at the highest levels of government.

9. Mobilization of OFW Financial Resources for Investment and National Development

OFWs possess considerable financial resources that, if mobilized correctly, can significantly contribute to national development. Programs that encourage OFWs to invest in public private partnerships, small and medium enterprises, real estate, and other industries in the Philippines can be developed further with the involvement of an OFW representative who understands their financial capacity, investment preferences, and unique challenges. Such initiatives can help drive economic growth and provide additional employment opportunities for Filipinos back home.

10. Need for Better Reintegration Programs

While many OFWs dream of returning to the Philippines to retire or start anew, they often face challenges reintegrating into society. Lack of proper reintegration programs, such as skills training, employment opportunities, and financial support, often makes their return difficult. An OFW representative would be instrumental in advocating for more robust and comprehensive reintegration programs that provide returning OFWs with the necessary support to rebuild their lives in the Philippines.

Conclusion  

The inclusion of an OFW representative in a senatorial lineup would not only acknowledge the significant contributions of our overseas Filipinos but also ensure that their voices are heard and their concerns are addressed in the highest levels of government. It is a step toward a more inclusive and representative governance that values the contributions of all Filipinos, regardless of their location. With the landslide votes among overseas absentee voters in the 2022 election, we are confident that Overseas Filipinos shall strongly support more the senatorial lineup of a political party with the inclusion of an OFW representative in the ticket.
