The Issue

Petition to the Wisconsin State Legislature.

We, the undersigned residents and supporters of public safety in the State of Wisconsin, respectfully petition the Wisconsin State Legislature to strengthen laws governing the operation of electric scooters and electric bicycles by minors.

As the popularity of electric scooters and electric bicycles continues to grow, so have concerns regarding public safety. These vehicles are capable of reaching speeds that can cause serious injury to riders, pedestrians, cyclists, and motorists when operated irresponsibly or without sufficient maturity and judgment.

We respectfully request that Wisconsin lawmakers consider the following legislative changes:

1. Establish a Minimum Operating Age

◦ Prohibit the operation of electric scooters and electric bicycles by individuals under the age of 16 on public roads, sidewalks, bike paths, and other public areas, except where specifically authorized under supervised or educational programs.

2. Increase Accountability for Dangerous Operation

◦ Allow appropriate civil and criminal charges, when supported by the facts and existing legal standards, against any operator of an electric scooter or electric bicycle whose reckless, negligent, or unlawful operation causes physical injury to another person or results in significant property damage.

3. Promote Public Safety

◦ Encourage education regarding the safe operation of electric mobility devices and increase public awareness of the responsibilities associated with operating these vehicles.

4. Support Law Enforcement

◦ Provide law enforcement agencies with clear authority to enforce age restrictions and other safety regulations to help reduce preventable injuries and improve public safety.

Why This Matters

Electric scooters and electric bicycles provide convenient transportation and recreation. However, they are motor-assisted vehicles capable of traveling at speeds that can pose significant risks when operated by inexperienced or immature riders. Children and young teenagers may not yet possess the judgment, reaction time, or understanding of traffic laws necessary to safely operate these devices in public spaces.

Families, pedestrians, cyclists, individuals with disabilities, and motorists all deserve safe public streets, sidewalks, and trails. Reasonable age restrictions and meaningful accountability for unsafe operation can help reduce preventable accidents while encouraging responsible use of these vehicles.

Our Request

We respectfully urge the Wisconsin State Legislature to enact legislation that:

• Sets a minimum operating age of 16 years for electric scooters and electric bicycles operated in public spaces.

• Establishes clear legal consequences for riders whose unlawful, negligent, or reckless operation causes injury to another person, consistent with Wisconsin law.

• Promotes education and enforcement to improve safety for everyone using Wisconsin's roads, sidewalks, and trails.

We believe these measures represent a balanced approach that protects children while enhancing the safety and well-being of all Wisconsin residents.
