The Issue
“Parking on Leslie Ave on the side of the school should be open back up for parking for the
community but also the other businesses in the area”
• The most recent Commonwealth Academy Special Use Permit (SUP) doesn’t stipulate that
the ‘No Parking’ zone on Leslie is needed for school operations or any other reason. The
SUP only requires the pickup/drop-off (PUDO) zone in front of the main entrance. The
school opened in 2001 but the Traffic and Parking Board (T&PB) approved the ‘No Parking’
zone in July 2013.
o TPB approved moving the parking from the east side to the west side of the block in
July 2013 to facilitate student drop off and pick up because this is the area where
parents line up to pick up their children.
� Before July 2013, parking was prohibited on Leslie in front of the gravel lot
(539 E Alexandria Ave), between the alley and E Alexandria Ave. But the
roadway, curb to curb, is 40 feet, so Fire wouldn’t oppose allowing parking
on both sides.
• Keeping restrictions consistent is helpful for enforcement. The 500 blocks of E Alexandria
and E Luray are the closest blocks that have parking restrictions, and theirs are all 3-hour
parking, 8am-5pm, Mon-Fri.
o However, school pickup occurs 2:45-3:45 p.m. As a result, parents will arrive early
and sit along the curb until their children come out, which would result in Leslie
becoming a one-lane, two-way street between E Alexandria and E Glendale for that
hour if parking is allowed there at all times.
o That side of Leslie is not within any Residential Permit Parking District (RPPD) and
could not become part of one given the criteria listed in the City Code, so the only
options for that curb space are:
� Unrestricted parking, OR;
� 3-hour parking 8 a.m. to 5 p.m., AND;
� The same PUDO signs that exist in front of the main entrance, OR;
� Signs that state “No Parking 2-4pm Mon-Fri”.
• If neighbors are interested in allowing parking adjacent to the school where it is currently
prohibited, please complete this form and collect as many signatures of support as
possible. Then submit the completed form with all signatures back to Max (copied)
