The Issue

To: City of Richmond – Transportation Department and City Council

We, the undersigned residents and community members, are asking the City of Richmond to take immediate action to address dangerous and persistent speeding on Katsura Road and Ferndale Road, particularly within the posted 30 km/h zone.
Excessive speeding on these residential streets has become a constant and serious safety concern. The posted 30 km/h speed limit is routinely disregarded, vehicles frequently travel at visibly unsafe speeds, drivers fail to stop at the crosswalk, and the four-way stop is routinely ignored.

This is not a theoretical concern.

In 2024, a friend's cat was killed by a speeding vehicle in this area. Today, three vehicles were involved in another serious incident, demonstrating once again how dangerous traffic conditions have become.

We are deeply concerned that it is only a matter of time before a child, pedestrian, cyclist, or another member of our community is seriously injured or killed.

We are asking the City of Richmond to act before a human life is lost.
We specifically request the installation of three permanent speed-control measures within the existing 30 km/h zone:

  • Two speed bumps on Katsura Road
    One speed bump on Ferndale Road


These measures would provide a physical traffic-calming solution rather than relying solely on drivers to voluntarily obey the posted speed limit.

We also ask the City to assess the intersection and pedestrian crossings in this area and consider additional measures to improve compliance with:

  • The 30 km/h speed limit
  • Pedestrian right-of-way at the crosswalk
  • The four-way stop
  • General pedestrian, cyclist, and residential safety 

Residents should not have to wait for another serious injury or another life to be lost before effective traffic-calming measures are installed. The community has already seen the consequences of speeding. We are asking the City to take preventive action now. 


We respectfully ask the City of Richmond to:

  • Conduct an immediate traffic-speed and safety assessment of Katsura Road and Ferndale Road.
  • Install two speed bumps on Katsura Road within the 30 km/h zone.
  • Install one speed bump on Ferndale Road within the 30 km/h zone.
  • Evaluate the crosswalk and four-way stop for additional safety measures.
  • Provide residents with a response outlining what measures the City will take and the anticipated timeline for implementation.


We believe that traffic-calming measures are necessary now not after another preventable tragedy.

By signing below, I support the request for immediate traffic-calming measures on Katsura Road and Ferndale Road, including the installation of two speed bumps on Katsura Road and one speed bump on Ferndale Road, and additional measures to improve compliance with the 30 km/h speed limit, crosswalk, and four-way stop.
