Implement Time Off Incentives for all working California Inmates

The Issue

Most incarcerated individuals in California are given job assignments but are put on waiting lists for programs and education that allow time off their sentences, which is unfair given they are only working for such a low pay some earning only $3.50 a month for full time jobs. At some facilities, inmate jobs remain unfilled due to a lack of incentive to perform these jobs because  no time off is given and such a low inmate pay.

To complement the revised pay rates, I propose implementing a time-off system where inmates can earn reductions in their sentences based on their work performance. Standard Time Off for Consistent Work would provide 10 days off for every 30 days of regular work, offering a consistent and tangible reward for inmates who maintain regular work schedules. Enhanced Time Off for Exemplary Performance would grant 15 days off for every 30 days of exceptional work.

This system not only motivates inmates to engage in productive activities but also helps reduce recidivism by fostering a sense of responsibility and achievement.
