Implement Regulations for Horse Riders using Public Roads
The Issue
This petition comes from a place of frustration and concern. Many of us are tired of dealing with situations where horse riders use public roads without consideration for motorists and pedestrians. The issues ranging from harassment, to horse defecation causing mess and unpleasant odors, potential damages to vehicles, safety of road users, and potential animal cruelty to horses who are much safer in fields and bridal ways.
We believe these concerns can be regulated effectively. We recommend the introduction of a license or permit system for horse riders similar to motor vehicle drivers, and a road tax imposed on horse riders as well. This model has been implemented in countries like Switzerland and Luxembourg, where it has proven to balance everyone's needs quite adeptly.
The tax revenue collected from this could be used for maintenance of roads, including clean up of horse waste, resulting in cleaner roads and a minimized smell issue. Further, these regulations could also contribute to ensuring the safety of road users by allowing the authorities to train riders about road protocols and ethics.
Lastly, such licensing and regulation could help curb unintentional animal cruelty by making sure only qualified individuals ride horses on roads, thereby minimizing the risk of accidents. Personally I have had vehicles damaged from horses also had a horse throw off the rider and trample my poor dog who was on lead on a pavement. No justice or repercussion for these incidents.
