It's certainly a welcome move to expand Lok Sabha seats by a whopping 50% + to ensure 33% much-deserved reservation for women. Hope better sense prevails amongst all political parties to get this initiative through.
However ...
50% increase in no. of legislators - not only in central govt. but also state govt.s - would also mean proportionate increase in these many legislators' salaries & allowances. While even this inevitable spend is also fine; the least that Indian citizens would expect is Return on Spend! Can we please link pay-outs to the legislators' to their ACTIVE and CONSTRUCTIVE participation in legislatures' functioning?
In a time when accountability is more important than ever, it is imperative that our public officials are held responsible for the quality of their work, just as any private sector employee would be. Currently, legislators receive fixed salaries, allowances, pensions, and other benefits regardless of their performance or constructive contribution in debates in the legislatures. This system not only undermines the incentive to perform optimally, but also leads to significant wastage of taxpayers' money.
A performance-linked pay system would ensure that legislators are financially rewarded based on their contribution and effectiveness, rather than receiving automatic increments and bonuses irrespective of their work output. Such a system could be guided by specific, measurable criteria that reflect the interests and needs of the citizens they serve. These might include successful implementation of policy initiatives, effective constituency service, ethical and rules-based disciplined conduct in the legislatures, and active participation in legislative processes.
Moreover, introducing performance-linked pay would instill greater trust among citizens in their elected representatives, and lead to a more transparent and accountable government. It would also prompt legislators to prioritize those initiatives that deliver tangible benefits to their constituents.
We propose a structured mechanism that could include regular performance evaluations conducted by an independent, non-partisan body. Using clear metrics, this body would be responsible for assessing legislators' effectiveness and aligning their compensation with their performance.
To ensure fairness and transparency in implementation, a detailed proposal should be formulated with input from experts in public administration, economics, and governance. This proposal must then be open for public consultation to gauge support and gather constructive feedback from voters.
By aligning legislators' salaries and benefits with their performance, we can optimize their efficiency and responsiveness, ensuring that the funds invested by citizens in their elected officials yield substantial returns.
At the very least, this would mean strict adherence to working rules, no anarchy in houses, no incessant heckling, no throwing of papers, no damage to house property and walk-outs ONLY as last resort AFTER completion of any debate in a civilized manner ... including listening to arguments from both sides. If we citizens are to bear the additional costs of these legislators through taxes we pay, the pay-outs MUST be proportionate to the members' ACTUAL constructive contribution - both as govt. and as opposition parties.
How about an Amendment that establishes this performance-based pay to the legislators?
