Implement No Stopping OR No Overnight Parking on Chynoweth Ave(Between Snell and Lean)
The Issue

Chynoweth Ave. has been taken over by RVs.
We, the residents of Oak Grove and Edenvale neighborhoods in San Jose, California, write to express our urgent concern regarding the parking situation on Chynoweth Ave. between Snell and Lean. Currently, this area has become inundated with parked RVs, posing a significant safety and health hazard to our community.
The issue:
The spaces along Chynoweth Ave. have been consistently packed with homeless RVs. The Chynoweth Ave has now been transformed into a makeshift parking lot causing congestion, blocked sidewalks and bike lanes, and obstructed visibility to vehicles. This has increased safety risks for bicyclists and motorists, nonetheless, this situation forces a lot of neighbors to jaywalk across the street or walk on the road increasing the risk of pedestrian accidents.
Aside from the drug use, illegal dumping, and loitering that are brought into our neighborhood, there are frequent loud noises of bickering and RVs running engines or generators.
The encampment poses serious health hazards with RVs dumping grey water and human waste directly on the Street, the median, and the storm drain.
They have also been running their engines/generators overnight which forces the neighbors to breathe fumes, which is another serious health hazard.
Also, they have been blocking bike lanes and double parking. (See below)
Frustration among neighbors:
Even after our repeated efforts to address this matter with Homeless Concerns, District 2 Council office, and DOT, the problem persists. Each time the RVs are relocated, they either return shortly thereafter or are replaced by new ones. But now they have stopped moving. At the time of writing this petition, there are 17 RVs with multiple vehicles associated with the RVs.
There is a growing concern about untrust, and frustration among the neighbors who feel that even after paying high taxes, our neighborhood is no longer safe and beautiful.
Proposed Solution:
We respectfully urge the City of San Jose and the San Jose Department of Transportation to implement a No-Stopping Zone or overnight parking restrictions on both sides of Chynoweth Ave, between Snell and Lean. By prohibiting parking during specified hours, or altogether, or Prohibiting vehicle parking by height, we believe this measure will discourage prolonged occupancy by RVs and ensure a safe and healthy neighborhood.
We understand that addressing this issue requires careful consideration of various factors, including the needs of the homeless population. However, the current situation on Chynoweth Ave. demands immediate action to safeguard the well-being and safety of our community members.
