Implement No Chase Police Motorcycle Policies to Enhance Citizen Safety

The Issue

This petition is born out of personal experiences and shared concern. My friends and I, residents of Northridge, Los Angeles, have seen an alarming trend of people removing their license plates from their motorcycles to avoid costly tickets. Motorcyclists enjoy outrunning police, and the concern is that motorbike chases with police escalate into dangerous situations, harming not just the rider but also the innocent bystanders who happen to be in the path of the chase.

According to LA times article by Charles Fleming "Motorcycle deaths now account for 14% of all motor vehicle deaths, a percentage that has doubled since 1997. Motorcycle deaths were 28 times more frequent than fatalities in other vehicles, based on 2016 fatal crash data (NHTSA). This high risk added with the volatile nature of a police chase presents serious risks both to the motorcyclist and the public. A lot of those deaths were in California. According to the Governors Highway Safety Assn., we have the highest number of registered motorcycles of any state in the country, and year after year we lead the nation in motorcycle fatalities."

The LAPD Board of police commissioner has an oversight board weighing policies around police chases. "President William J. Briggs, II asked about which types of pursuits should be allowed or disallowed in order to try to reduce the danger to officers and the public." Eric Leonard reports April 25, 2023.

  • We believe that the Government has an obligation to protect its citizens against such dangers, similar to how Massachusetts and Bedford have adopted a policy that discourages full-speed police pursuits of motorcycles, unless absolutely necessary.
  • Furthermore, we insist that police be held accountable should they fail to read Miranda rights when required, ensuring basic rights are not trampled upon in the exigency of pursuit.
  • We understand the need for law enforcement, but we also believe in safety, respect of rights, and fair treatment for everyone. Let's promote policies that protect all members of the community while upholding the law with fairness and consideration.
